Park, which is in close proximity to the Bemal property. He wanted additional water elements
included in the plans, particularly for the summer season, which would promote a cooler
environment.

Mr. Thorne was not particularly concerned about the density of the Community Park
area uses. He pointed out that this site plan is conceptual and believed the public should not
get upset if one use is not included in this particular concept. As this process moves forward,
some of the uses might change. He was concerned that there was not adequate field space for
lacrosse included in this plan. He was not convinced that an ACE Train Station would be
included on this site, which could be utilized for lacrosse or tennis courts. He liked the location
of the Teen Center and believed having it incorporated with the Sports Park and the Cultural
Arts Center was a good idea. He preferred the location of the Amphitheater because it is
associated with the Cultural Arts Center and a great location for graduations, and
accommodates the needs for the various sports organizations to hold meetings. He believed
the wildlife refuge center should not be duplicated with what is being considered at the Alviso
Adobe Park. He noted that there are plans and ideas in process that might facilitate people
walking from the location of the Cultural Arts Center on the Bernal property to the downtown.

Mr. Sullivan restated his concerned about the density and trying to crowd to many uses
in on the upper portion of the Bernal property. He was concerned about what the Cultural Arts
Center would look like in the northeastern corner of the Bernal property and how it fit in with the
Firehouse Theater. He believed the ACE Train Station should be removed from the site plan
and believed other alternatives were available related to parking. He noted that the relocation of
the ACE Train Station would need to be considered in the EIR as an alternative as well as the
possibility of locating the Cultural Arts Center in the southern part of the Bernal property. He
believed it made sense to have the Teen/Youth Center in close proximity to the sports fields and
the Cultural Arts Center. Had voiced his concerns related to the location of the Amphitheater
and how it would impact the neighbors. As the Specific Plan and EIR process unfolds,
neighborhood meetings need to be held to provide an understanding to these residents of the
potential impacts before a decision is made to locate the Amphitheater to the southwest of the
Cultural Arts Center, as they are important stakeholders in this process. He was worried about
parking and the amount of parking for the Community Park, and any creative ways to reduce
and minimize the impacts of the amount of pavement should be considered. He believed the
riparian habitat in the western area of the Bernal property was spectacular and believed some
type of idea to preserve this should be retained. He believed tennis courts were still a possibility
and wanted Council to discuss this as it goes through the Specific Plan process. With respect
to tennis courts on the Bernal property, he believed the message Council sent is that tennis
courts are still on the table as these uses are not cast in concrete, and over time, Council would
evaluate it and see if it makes sense.

Mayor Hosterman recognized the ACE Train Station as having a significant value in
providing public transportation and making it available to the community. In her past
discussions with Supervisor Haggerty, she informed him that the City has every intention of
locating a permanent ACE Train Station in Pleasanton with adequate parking that would be
accessible to the community. She was in agreement to remove the ACE Train Station from the
site plan for the Bernal property while realizing that it be retained in town and Council consider
other possibilities and locations. She noted that the wildlife refuge center was born out of the
Bernal Property Task Force and believed that there were opportunities for this type of facility
elsewhere. She noted that Council has not identified what this might look like and believed
Council needed to gain a better understanding of what needs to be show cased for the
community. She appreciated the sports and arts organizations for putting time and effort into
this project.

Pleasanton City Council 16 06/21/05
Minutes
