Mayor Hosterman preferred the central location on the Bernal property for protection of <br />the view shed. She envisioned the possibility of another route to divert traffic off existing <br />roadways through the South Bay property as a possibility. She did not have a clear picture as <br />to the size of the Amphitheater or the types of audience that it might draw. She supported <br />Option One with these caveats and was hopeful that Council would address these issues in the <br />future. <br /> <br /> It was moved by Mr. Brozosky, seconded by Mr. Thorne, to select Site Plan Option <br />One as the preferred Phase II Specific Plan. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Brozosky, McGovern, Sullivan, Thorne, and <br /> Mayor Hosterman <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Ms. McGovem concurred with Mr. Sullivan regarding crowding uses in the upper portion <br />of the Bernal property. She was concerned about a seated amphitheater across from another <br />seated amphitheater, which is located on the Fairgrounds. Based upon her discussion with the <br />Fair Board, the amphitheater at the Fairgrounds is underutilized and she believed there was a <br />possibility to work with the Fairgrounds to see if it could be upgraded to meet everyone's needs. <br /> <br /> Mr. Brozosky believed it was premature to remove the Amphitheater as an option. He <br />noted that many of the uses included in the Option One plan are conceptual. His vision for the <br />Amphitheater on the Bemal property is more of a theater in the Park with sunken seated grass <br />areas which could be utilized by the youth and teen center for certain events. <br /> <br /> Ms. McGovern wanted to remove the idea of the ACE Train Station from the plan. She <br />believed the City needed to continue to work with Alameda County and the Fair Board to identify <br />areas for additional parking. She noted that the youth have made it very clear that the Teen <br />Center should be located in close proximity to the sports fields and the idea of being close to the <br />Cultural Arts Center is the best situation for the Youth Center as the outside areas are as <br />important as the building itself. She believed the concept of a Community Center needed to be <br />included as part of the review for the Teen Center to be in close proximity to each other. She <br />was glad that the Amphitheater had been located further away from the housing development. <br />She believed that reduced shared parking for the Cultural Arts Center should be adequately <br />disbursed throughout areas of the Park in smaller areas. She pointed out that the Bernal Task <br />Force Vision Statement made it clear that it was important to reflect the heritage of the Valley on <br />the Bernal property and believed it was important to continue this heritage by having some type <br />of wildlife refuge center. She wondered if the Park and Ride lot could be made for trailhead <br />parking so that it would encourage use of the western side of the open space. She would like to <br />see the pretreatment marsh become part of the open space trail plan. She liked the idea of <br />basketball courts if possible. She believed it was very important to have the Bernal Creek as a <br />water element throughout the Park. She questioned the need for an art gallery in both the <br />Cultural Arts Center and the Firehouse, and by eliminating one it might be a way to create area <br />density. She was hopeful that there was a way to make the 90-foot Cultural Arts Center less <br />obtrusive. She believed consideration should be given for the need of an all-weather court. <br /> <br /> Mr. Brozosky concurred with Ms. McGovern'$ comments. He wondered if it was <br /> possible to have split level parking for the Cultural Arts Center. He would like to see more trails <br /> closer to the water with the possibility of steps down to the water near the Arroyo.
