fields to reality in the quickest possible fashion while retaining the northeast corner as the best
possible location for a cultural arts center.

Kevin Close, a Happy Valley resident, supported Option Two as the preferred site plan
for the Phase II Specific Plan. He believed the Cultural Arts Center in the southern exposure
would blend in with the hillside and ridges. As events occur, he believed traffic would be a
major problem if the Cultural Arts Center were located in the northeast comer of the Bemal
property.

Harinder Grewal, a Walnut Hills resident, supported Option One as the preferred site
plan for the Phase II Specific Plan. He believed this option is best because Option Two placed
the development of the Cultural Arts Center close to his neighborhood on the southern corner
and with traffic coming to this location, it would have impeded into traffic patterns of people who
live in that area.

Teddy Kinzer, a Pleasanton resident and representing the various sports organizations,
supported Option One as the preferred site plan for the Phase II Specific Plan. He asked
Council to keep in mind over the long term, not to cluster all of the uses in the Park so that
nothing would be available for future generations.

Jereen Gilbert, a Pleasanton resident, presented a written communication to Council
asking for it to consider the elimination of or significant redesign of the wetlands area. He
supported the goals of the wetlands as a walking and nice landscaping but felt these goals
could be achieved through means other than the wetlands. He outlined eights reasons that
would negatively impact the objectives of the Bernal property if the wetlands were designed as
currently shown.

Mayor Hosterman closed the public comments.

Mr. Rasmussen, consultant, reviewed the feedback topics portion of the staff report for
Options One and Two.

Mr. Brozosky preferred Option One and how the Teen Center fit in with the Cultural Arts
Center and the sports fields.

Mr. Thorne preferred Option One as it was put together primarily by both the arts and
sports organizations, and at this point, adequately addressed the needs of the community.

Mr. Sullivan said he warmed up to Option One primarily because it maximizes open
space. He was concerned about the density of uses in the northeastern corner of the Bernal
property, which he hoped was addressed through the Specific Plan process. He wanted
Council to look at what the Cultural Arts Center would look like in the northeastern corner of the
Bernal property. He was concerned about the location of the Amphitheater and was hopeful
that neighborhood meetings would be held during the Specific Plan and EIR process to inform
the residents what is being considered, particularly as it pertained to lighting and noise and how
it would impact this neighborhood. He supported the design principles as mentioned in the staff
report, which sets guidance for the planning of the Community Park.

Ms. McGovern supported Option One and believed it was difficult for any
Councilmember to turn its back on an agreement that was reached by the arts and sports
communities.

Pleasanton City Council 14 06/21/05
Minutes
