One or Option Two, but also worded in such a way that it provides maximum flexibility going <br />forward so that Council has the ability over time to adjust these things depending on need. The <br />Specific Plan, including the I::IR, should be completed by December 2005 for review and <br />consideration ultimately by the Council in January 2006. <br /> <br /> Mr. Sullivan asked if additional public hearings and neighborhood meetings would be <br />held as this project goes through the Specific Plan process. He believed that some of the uses <br />could change throughout this process and the ~elected site plan option could reflect these <br />changes during this process. <br /> <br /> Wayne Rasmussen, consultant, said the overall intent was for the site plans to remain <br />flexible in the future. The thinking of the consultants and staff is that it will not come back with a <br />development plan that is inflexible but two plans: one would be an illustrative plan that would fit <br />inside of the Specific Plan document that would provide a sense as to the amount of open <br />space, how the uses would fit together, and how trails would flow through and the types of uses <br />as depicted in Options One and Two. Secondly, there would be a sub-area map that divides the <br />Phase II area into a number of sub-areas and within each sub-area, permitted certain types of <br />uses would be listed. <br /> <br /> In response to Mr. Matin's comments, Mayor Hosterman said Council has heard from a <br />number of tennis advocates in the community. She noted that there are members represented <br />from every sport in town who are asking for additional field space. She was not convinced that <br />the City would ever be able to build all of the fields that would meet all of the needs for all of the <br />people in Pleasanton. Council could address this issue and raise the bar, which is what it is <br />currently doing. She noted that Council directed staff to assess the tennis court situation in <br />town and identify for Council the current needs which will be presented to the Parks & <br />Recreation Commission first for its review and recommendation, and ultimately presented to <br />Council. In the meantime, Council would select an existing flexible site plan. <br /> <br /> Mr. Fialho pointed out that the Parks & Recreation Commission is undertaking the tennis <br />needs assessment study for Council. The Commission will be providing an analysis for tennis <br />courts at Pleasanton Middle School, the two local high schools and other opportunities that <br />might be available for the community to experience tennis. The Commission would be <br />presenting its recommendation to Council in August or September. <br /> <br /> Ms. McGovern noted that there is an active committee working towards trying to get <br />underutilized public facilities open for tennis players. She believed the City should try and utilize <br />what is available in town to the best of its ability for its residents. <br /> <br /> Charlotte Severin, representing the Cultural Arts Council, recommended Council <br />approve Site Plan Option One as it embodies the vision for this property. She complimented <br />Council and the community for having such a vision. She believed that Option One allowed the <br />City to move ahead to allow those much needed sports fields to be built first while preserving <br />the 9.2-acres in the northeast corner for the cultural facilities, which also meets the needs for <br />the business community who would like to see the theater and other activities be closer to the <br />downtown. <br /> <br /> Grag Reznick, spoke in favor of Option One as the preferred site plan for the Phase II <br />Specific Plan with the Cultural Arts Center in the northeast corner. He was pleased to see the <br />view shed photomontages and how they fit together. He reminded Council that the sports <br />community and the cultural arts community agreed on Option One which adequately brings the <br />consensus of the community together and clears the way for rapid action in bringing the sports <br /> <br />Pleasanton City Council 13 06/21/05 <br />Minutes <br /> <br /> <br />
