else is done for the downtown, whether it is access to the public restrooms at the Firehouse Arts
Center or another restroom facility. He noted that the design fees seemed to be consistent with
other projects in the City.

In response to an inquiry by Mr. Brozosky, Mr. Wolfe said staff is working on a
Downtown Public Arts Master Plan which includes a plan to do a piece of public art in the
downtown. The focus of the Civic Arts Commission is primarily the Main Street green area.

Mr. Fialho did not believe any funds were allocated for a specific project.

Mr. Brozosky recalled that a certain amount of funding was allocated on yearly basis
through the Capital Improvement Program.

Mr. Wolfe said the last artwork that was under consideration was in the Sports Park.
When the Civic Arts Commission decided to abandon this idea, it focused on a piece of art for
the Main Street green area.

Mr. Brozosky concurred with Mr. Sullivan's comments and noted that the architecture for
the restroom structure needed to be consistent with the Firehouse Arts Center and/or historic
downtown. He concurred with adding benches and a drinking fountain. He believed the artwork
could be added later on in the process.

Ms. McGovern asked if the building materials used would make it easy for staff to
remove graffiti?

Mr. Nolan said the same building materials would be used similar to other restroom
facilities throughout Pleasanton.

Mayor Hosterman preferred a custom design restroom structure as opposed to a
prefabricated structure, and was hopeful that Council was comfortable in moving in this
direction. She did not believe the proposed design fees were inconsistent with what the City
has been charged for similar types of services. It was more important to her that the design
incorporates the entire downtown in such a way that it is aesthetically pleasing while maintaining
a quality structure. She agreed with the added amenities of benches, a drinking fountain and
diaper changing stations in both facilities.

It was moved by Mr. Sullivan, seconded by Mr. Brozosky, to proceed with the
design for a new custom design public restroom facility in Delucchi Park to include the
following added spaces/fixtures: one additional sink in either restroom, a diaper
changing station in both restrooms, a drinking fountain, benches, bicycle racks, and the
incorporation of art work. Staff was directed to include the Pleasanton Downtown
Association and the Planning Commission in the process, to work with the selected
architect to negotiate a reduction in the design fees while maintaining a quality structure,
and to allocate any remaining funds from this project towards a future downtown
reetroom project to be discussed.

Mr. Brozosky did not want the size of the restroom facility to be increased by adding
additional lavatories.

Mr. Sullivan concurred with Mr. Brozosky's comments.

Ms. McGovern wanted staff to return to Council with a work plan that shows how quickly
this facility could be constructed.

Pleasanton City Council 8 05/17/05
Minutes
