Ms. McGovern asked if costs estimates were available for the addition ol public restroom <br />facilities at the Firehouse Arts Center? <br /> <br /> Mr. Fialho said Council directed staff to build public restroom facilities at Delucchi Park. <br />Council also directed staff to explore public restroom facilities that can either be accessible from <br />the inside or outside at the Firehouse Arts Center. Staff is currently in the process of a master <br />plan and has not determined the overall costs. He noted that there is a third option, which is a <br />stand-alone restroom facility at Lyons Wayside Park, adjacent to the Firehouse Arts Center. <br /> <br /> Ms. McGovern wanted to move forward with a master plan for public facilities in the <br />downtown and somehow bring this all together. She was trying to gain an understanding as to <br />the designs costs, because if two restroom facilities could be constructed at the cost of <br />$400,000 versus one facility, the City would be at an advantage to either apply the funds <br />towards public restroom facilities at the Firehouse Arts Center or towards another restroom <br />facility in town. <br /> <br /> Mr. Fialho noted that an allocation of $400,000 is available for downtown restrooms. <br />The approach would be to initiate the project, complete the project and whatever funds are <br />remaining could, through Council policy, be directed to one of those two projects: either another <br />stand alone restroom facility somewhere in the downtown or towards the Firehouse Arts Center. <br /> <br /> Ms. McGovern said she is looking for as many public restroom facilities as possible. <br />When she looks at facilities and when she considers all of the activities in the downtown, this <br />one public restroom structure would be an addition to the downtown, but if would not take care <br />of the number of people that frequent the downtown. She liked the idea of including three <br />lavatories as it allowed for faster turnover. She also liked the idea of diaper changing stations in <br />both the women and men's restroom facilities. She was concerned about the additional amount <br />of time it would take to build a custom structure. She asked how fast a prefabricated structure <br />would be completed versus a custom design structure. <br /> <br /> Mr. Wolfe said a custom design structure would include the development of a design and <br />going through the review, permitting and bidding process. A prefabricated structure includes <br />preparation of a receiving slab and finishing trim; however, it does not include upgraded <br />plumbing fixtures or building infrastructure. <br /> <br /> Mr. Noland concurred with Mr. Wolfe's comments. He pointed out that the time <br />deferential is in the review, permitting and bidding process for a custom design structure. He <br />believed it would take an additional several months for a custom restroom structure to be <br />completed versus a prefabricated restroom structure. <br /> <br /> Ms. McGovern requested that benches and a water fountain be added features. She <br /> asked if artwork could be added to a prefabricated restroom structure to soften its appearance <br /> and to make it fit in with the character of this community. <br /> <br /> Mr. Wolfe said yes. <br /> <br /> Mr. Sullivan supported a custom designed restroom facility. He believed the City <br /> needed to be careful from an aesthetic standpoint, as the architecture must be consistent and fit <br /> in with the character of the downtown. He noted the importance of having the PDA review and <br /> provide input as to the overall design for this structure prior to going to the Planning <br /> Commission for its review and consideration. The size and capacity is important for this area, <br /> which needs to accommodate multiple users. He supported the addition of benches and a <br /> drinking fountain.
