Mr. Brozosky asked if the Pleasanton Downtown Association (PDA) would be involved in <br /> this process as they have a vested interest Jn this project. <br /> <br /> Mr. Wolfe said the PDA Js involved with the design review process. Staff Js asking <br /> Council for direction as to which structure it would prefer. Once Council makes a determination, <br /> staff would involve the PDA and get their thoughts about how this works as the process <br /> continues. <br /> <br /> Mr. Brozosky pointed out that the integration of artwork into the design of the restroom <br /> facilities at Val Vista Park enhances these structures. He asked staff if artwork could be <br /> integrated into the design of the downtown restroom facility? <br /> <br /> Mr. Wolfe said staff would look into this matter. He noted that an artist was brought on <br /> early in the design process for the restroom facilities at Val Vista Park. <br /> <br /> Mr. Brozosky pointed out the Firehouse Arts Center project would include some type of <br /> artistic element to it. He asked if there were a way to make the downtown public restroom <br /> facility consistent with what would be included at the Firehouse Arts Center? <br /> <br /> Mr. Noland said there are several places in either design where art could be <br /> incorporated. <br /> <br /> In response to an inquiry by Mr. Brozosky, Mr. Noland said artwork could be designed <br /> later, particularly if tile would be an added feature. He suggested several options, which <br /> included a bench facing West Angela Street or several areas around the drinking fountain. <br /> <br />- - Mr. Wolfe said staff could allocate space for artwork. He noted that it would increase the <br /> cost for either the custom design or prefabricated structure depending on the level of art. <br /> <br /> Mayor Hosterman invited public comments. <br /> <br /> Howard Neely, a Pleasanton resident, mentioned the possibility of rousing a design of <br /> one of the City's existing restroom facilities for the downtown instead of creating a new design. <br /> He noted that the design for a prefabricated structure could be changed without significantly <br /> increasing the overall cost. He believed artwork could be added any time during the process. <br /> He objected to the design review process by the Planning Commission, which would delay the <br /> overall process. He drew an analogy between this item and another item on the agenda that <br /> involved buying the property at 4254 Vervais Avenue. He suggested that if $140,000 is left over <br /> from this project, the remaining funds could be used to construct a smaller, prefabricated <br /> restroom structure at the Main Street Bridge Park. <br /> <br /> Mayor Hosterman closed the public comments. <br /> <br /> Mr. Brozosky asked staff to address decreasing the overall design costs, as he believed <br /> the costs were excessive. <br /> <br /> Mr. Fialho said if Council's general direction is that the design fees are high and it would <br /> like staff to negotiate a better price, this message should be sent to staff and the architect. Staff <br /> will do whatever it can to decrease the design costs to a more manageable figure. As <br />· _ previously stated by Mr. Wolfe, the design fees are consistent in comparison to some of the <br /> previous public projects.
