Mr. Wolfe said the design fees are within the parameters and consistent with what the <br />city has been charged for similar types of services. He made it clear to ELS Amhitects that if <br />Council decided to pursue the custom restmom structure, it would be a change order to the <br />existing Firehouse Arts Center project, as it would speed up the process. <br /> <br /> Ms. McGovern believed the design fees of $35,000 to $45,000 for a 700 square-foot <br />building were a significant amount of money. <br /> <br /> Mr. Wolfe noted that when the total cost of the project was considered, the design fees <br />were consistent with what the City has been charged for similar types of services. He noted that <br />another option for Council to consider is a prefabricated restroom, which does not involve <br />design fee costs. <br /> <br /> Mr. Brozosky concurred with Ms. McGovern's comments. He believed staff needed to <br />revisit the design costs associated with a custom restroom structure. <br /> <br /> In response to an inquiry by Ms. McGovern, Mr. Wolfe said the restroom facility at the <br />south end of Val Vista Park is consistent in size to what is being considered for the downtown. <br />The restroom facility located at the north end of Val Vista Park is larger because it includes the <br />snack bar area. <br /> <br /> Mr. Brozosky asked if the public restroom facility would be open 24 hours a day? <br /> <br /> Mr. Wolfe said staff closes the restroom facilities at dusk. Due to various activities in the <br />downtown, Council may ultimately need to decide the hours that the restreoms are open to the <br />general public. <br /> <br /> Mr. Sullivan asked if the proposed design plans would be submitted to the Parks and <br />Recreation and Planning Commissions, and ultimately, the City Council before the design is <br />approved? <br /> <br /> Mr. Wolfe said the Planning Commission would review the design plans before it came <br />back to Council for final approval. <br /> <br /> Mr. Sullivan asked if the design fees would include all of the costs related to an end <br />product? <br /> <br /> Mr. Wolfe said yes. <br /> <br /> Ms. McGovern pointed out the design plans for the prefabricated restroom included <br />sufficient square footage for three lavatories, whereas, the design for the custom restroom <br />structure included only two. She asked if the square footage of the prefabricated building was <br />larger than the custom restroom structure? <br /> <br /> Ed Noland, ELS Architecture and Urban Design, said the prefabricated company that <br /> provided staff with estimates noted that their standard prefabricated building came with three <br /> lavatories.
