District. The staff report for this item indicates that there are currently 18 public courts managed <br />by the City, and another 15 at the high schools available for use through the School District. <br />Council has directed the Parks and Recreation Commission to consider the current amount of <br />tennis courts available for play and to determine the potential problems to leverage the current <br />courts before building additional courts. <br /> <br /> There were no further speakers. <br />6. PUBLIC HEARINGS AND OTHER MATTERS <br /> <br />Item 6a <br />Letter of map revision issued by FEMA removing properties within the Valley Trails <br />neiqhborhood from Flood Zone A. (IR 05:029) <br /> <br /> Phil Grubstick, Assistant Director of Public Works/City Engineer, presented the staff <br />report. <br /> <br /> Mayor Hosterman asked when these property owners would be able to cancel their flood <br /> insurance? <br /> <br /> Mr. Grubstick noted that staff has prepared a mass mailing to all property owners <br />affected by this revision, apprising them of the change. The appeal period is a mandatory <br />technicality by FEMA. The Flood Insurance Rate Maps are stamped August 2005 and it is most <br />likely the lending institutions would make this change effective as of August 2005. <br /> <br /> In response to an inquiry by Mr. Brozosky, Mr. Grubstick noted that there are two <br /> processes. A Letter of Map Amendment is where individual property owners can conduct a <br /> survey on their property to determine the lowest floor elevation and based on that, can be <br /> removed from the Flood Zone. In this particular instance, the City is conducting a Map <br /> Revision, which takes the Flood Insurance Rate Map itself and revises the flood plane thereby <br /> eliminating it from the area. <br /> <br /> Mr. Brozosky noted that once this process has been completed, individual property <br /> owners along the Alamo Canal/Arroyo de la Laguna would need to contact their mortgage <br /> companies directly and provide them a copy of the Letter of Map Revision informing them of the <br /> adjustment. <br /> <br /> Ms. McGovern acknowledged the energized Homeowners Association in the Valley <br />Trails area that worked hard with staff to delineate the new floodway and floodplain boundary, <br />removing approximately 400 properties within the Valley Trails neighborhood from Flood Zone <br />A. <br /> <br /> There was no action taken on this item as it was for informational purposes only. <br /> <br /> 6._~.b <br /> Review of concept desiqns for Downtown Public Restrooms~ CIP 038030.
