Mr. Knowles said a portion of the $75,000 has been used to enhance the traffic model <br /> for the Pleasanton area. <br /> <br /> Mr. Fialho said the City of Pleasanton has only expended approximately $2,000. <br /> <br /> MS. McGovern said one of her concerns is that these traffic models will be run with the <br /> inclusion of the West Las Positas Interchange and the Stoneridge Drive extension. The City is <br /> on record stating that it would provide $58,000 to fund this study. She did not want to have to <br /> come back and wait six weeks or more to be able to say the City cannot expend these funds. <br /> <br /> Mr. Fialho said he understood the context of the substitute motion and why it was being <br /> presented. From his position, he would not expend any funds that are inconsistent with <br /> Council's direction. If the Committee does not remove the Stoneridge Drive extension and the <br /> West Las Positas Interchange from the traffic model, he would not expend the funds and would <br /> return to Council for further direction. In the spirit of regional cooperation, he believed there was <br /> a way to get what Council wanted, which was to ensure that City funds are not used, but also <br /> make a statement to Livermore, Dublin and the CMA that Pleasanton is willing to participate <br /> only if these two improvements are not included. <br /> <br /> Mr. Sullivan wanted this Council to participate in the Triangle Study and participate in a <br /> collaborative way without a threat behind it. He believed a regional traffic model could not be <br /> conducted within a six-week period of time that would include the Stoneridge Drive extension <br /> and the West Las Positas Interchange. He believed there was sufficient time for this matter to <br /> return to Council for its consideration and possibly a new direction. <br /> <br /> In response to an inquiry by Mr. Sullivan, Mr. Fialho said $75,000 has been allocated <br />--- towards the regional effort. The City allocated approximately $55,000 to be used in this initial <br /> round of modeling with the remainder to be set aside for any other modeling that the City wants <br /> to do for Pleasanton specific modeling efforts. The City Manager has been authorized to <br /> expend approximately $55,000 on the Triangle Study. He noted that he would not authorize the <br /> expenditure of funds for this study if it were inconsistent with Council's direction. <br /> <br /> Mayor Hosterman said she would not support the substitute motion. <br /> <br /> Ms. McGovern pointed out that Pleasanton was the only City at the meeting where <br /> someone was trying to tell Pleasanton how its model was going to be run.
