Jeff Knowles, Deputy Director/Transportation, said for this study, H0V lanes are <br /> assumed to be in place as a baseline condition. <br /> <br /> Ms. McGovern asked if the HOV lanes would be coming from the Altamont Pass towards <br /> Pleasanton? <br /> <br /> Mr. Knowles said that the HOV lane that is assumed begins just west of Santa Rita Road <br /> and continues east of Greenville Road. <br /> <br /> From a staff perspective, Mr. Fiaiho said the City Managers of Pleasanton, Livermore, <br /> and Dublin, as well as the Mayors, agree that as a region, it is better to work together on issues <br /> of significance rather than having one agency be removed from the process because of a <br /> particular issue that is of real concern to the locality. The strategy has been to find a <br /> compromise to discuss Pleasanton's concerns while listening to Livermore and Dublin's <br /> concerns and then striking a balance. <br /> <br /> Mayor Hosterman invited public comments. <br /> <br /> Vanessa Kawaihau, a Happy Valley resident, asked if Council had agreed to eliminate <br /> the West Las Positas Interchange and the Stoneridge Drive extension to El Charro Road out of <br /> the City's General Plan? <br /> <br /> Mayor Hosterman noted that the City is going through a General Plan update. The <br /> Council and Planning Commission have jointly conducted a number of traffic workshops. <br /> Council is at the point where it has received sufficient data and as a body, Council will begin to <br /> make policy decisions regarding traffic circulation for the General Plan update. For the <br />- - purposes of the General Plan update, modeling will occur that will include and eliminate the <br /> West Las Positas Interchange and the Stoneridge Drive extension to El Charro Road so that the <br /> City will be able to know what the affect is, not only in Pleasanton but also in the Tri-Valley. For <br /> purposes of the Triangle Study, the direction from CMA and the amount of money allocated for <br /> this study was strictly to look at getting traffic moving on the Tri-Valley freeway structure. <br /> <br /> Mayor Hosterman closed the public comments. <br /> <br /> It was moved by Mr. Sullivan, seconded by Mayor Hoaterman, to provide no <br /> direction to staff and for the City of Pleesanton to continue to participate in the Triangle <br /> Study; however, if at the next Committee meeting, the vote is reversed, staff was directed <br /> to bring the matter back to Council for further discussion and consideration. <br /> <br /> A substitute motion was presented by Mr. Brozosky, seconded by Ms. McGovern, <br /> to provide no direction to staff and for the City of Pleasanton to continue to participate in <br /> the Triangle Study. If agreement is not reached by the Committee to remove the <br /> Stoneridge Drive extension and the West Las Positas interchange from the Triangle <br /> Study, the City Manager was directed to withhold the City's funding to participate in this <br /> study and to bring the matter back to Council for further direction. <br /> <br /> Mayor Hosterman believed it was important to take the direction that was achieved today <br /> and move forward with it. She noted that agreement was reached from the Mayors of Livermore <br /> and Dublin on the direction in which this study was going.
