Mr. Fialho said conceptually, staff preferred having the Parks and Recreation
Commission, with the approval of the School District, review all of the tennis courts at the high
school for potential overflow capacity.

Ms. McGovern believed this made sense as currently, the School District's practice is to
make these courts available for resident use for a $25 key deposit because the courts are
generally locked during non-school hours or when not in use by the athletic teams.

Mr. Fialho said this might change as the Liaison Committee discussed the potential of
allowing players to secure a key through the City's Tennis and Community Park on an "on
demand" basis. The idea is to manage the use of these facilities and the way to do this is by
requiring the person with a key to return it back to the Tennis Facility for a refund.

Mayor Hosterman stated that items of concern that had been identified by Council would
return to Council for additional discussion after the Parks and Recreation Commission has had
an opportunity to review and provide recommendations regarding the potential lighting of tennis
courts at Pleasanton Middle school, and possible implementation of an "on demand" tennis
reservation system utilizing existing tennis courts at Foothill and Amador Valley high schools.

It was moved by Mr. Brozoaky, seconded by Ms. McGovern, to request that the
Parks and Recreation Commission review and provide recommendations regarding the
potential lighting of tennis courts at Pleasanton Middle School, and possible
implementation of an "on demand" tennis reservation system utilizing existing tennis
courts at Foothill and Amador Valley high schools.

Mr. Sullivan supported the motion. He agreed with Mr. Murphy's comment regarding the
appearance of a special study for additional tennis courts besides the Bernal property. He has
not given up on the idea of eventually placing tennis courts on the Bernal property.

Ms. McGovern noted that Council came up with the idea of a Sportsfields Master Plan
because of the need for additional sports fields in the community.

Mr. Brozosky concurred with Ms. McGovern's comments.

The roll call vote was taken as follows:
AYES: Councilmembers - Brozosky, McGovern, Sullivan, and Mayor Hosterman
NOES: None
ABSENT: None
ABSTAIN: None

It was moved by Mr. Brozosky, seconded by Mr. Sullivan, to approve the attached
agreement with Lifetime Tennis, Inc., to manage the tennis operations at the Tennis and
Community Park, to authorize the City Manager to execute the contract on behalf of the
City, and to incorporate the following changes to the agreement: Section 2.01 - clarify
the term of the agreement is renewable on an annual basis subject to review; Section
4.04 - Drop-In/Open Play - to remove the section "unless if used by Lifetime Tennis Inc.,
for group lessons with the approval of the Director;" Section 4.08.2 - Level of Usage -
change to paragraph one to state "the City expects that the tennis court usage at the
Facilities shall increase t~ the following minimum levels;" and to reflect "USPTA" and
not "USTA" throughout the entire agreement.

Pleasanton City Council 19 05/17/05
Minutes
