She asked if this wou~d be <br /> defined as tournament play during the weekend afternoons. <br /> <br /> Mr. Wolfe said there was concern expressed that if a new tennis operator was brought in <br /> all of the courts might be dominated and not available for public play. The current Tennis <br /> Operator is stating that there are always two courts available for drop-in play for residents of <br /> Pleasanton, and four additional courts would be made available on weekday evenings and <br /> weekend mornings, which is during peak time. The public may reserve the four courts or they <br /> may drop-in. <br /> <br /> In response to an inquiry by Ms. McGovern, staff stated that two nonreservation courts <br /> shall be available for public play at all regular hours of operation for residents of Pleasanton, <br /> and an additional four courts shall be reserved for public play for Pleasanton residents during <br /> weekday evenings and weekend mornings. <br /> <br /> Ms. McGovern inquired about tennis tournaments and socials and asked if they would <br /> be similar to what is held at Castlewood Country Club? <br /> <br /> Mr. Gill, Executive Director, Lifetime Tennis, Inc., said the idea is to utilize the facility. <br /> Tournaments are held for various organizations, youth, adults, sanctioned events, or for the <br /> entire community. The idea would be to reach out to the community to see what their interest is <br /> pertaining to tournaments. If there were a corporation that wanted to host a tournament during <br /> lunchtime when the courts are typically vacant, it would be available to them to utilize the <br /> Facility. He indicated that a user fee would be charged and depending on the needs, an <br /> additional tournament fee could be charged for every player. Often facilities can choose to run <br /> a tournament and the tournament fee covers all of the expenses. Other tennis clubs choose to <br />- - rent out the courts on an hourly basis. He was open to either idea in this type of situation. <br /> <br /> Ms. McGovern said she was looking at this from staff's point of view and whether any <br /> additional fees that are raised could offset costs to keep the Facility at a high level of play. <br /> <br /> Mr. Wolfe said the City's percentage of additional fees offsets continual costs and/or can <br /> be used to make improvements, even under this agreement. <br /> <br /> Mayor Hosterman invited public comments. <br /> <br /> Bill Nandor, a Pleasanton resident, believed there were some omissions from the <br /> contract. He believed the revenue and expenses were not clear. He agreed that the revenue is <br /> $225,000 up to $236,000; however, the City receives 20 percent of this plus the proshop fee. <br /> He believed that staffing of the desk at the Tennis Facility for 96-hours per week had been <br /> overlooked, and he did not know if this cost had been included in the total cost of the contract. <br /> He pointed out that the contract referred to USTA Professionals, which he did not believe <br /> existed. He objected to the terms of the contract and believed four years was too long. He <br /> asked what would happen if there was declining usage? In looking at the contract, he believed <br /> only a default would be an option for the City to either renegotiate or cancel the contract. He <br /> believed there should be some type of annual review as part of the contract. He referred to <br /> Section 4.08.5 of the contract and noted that this section mentioned that the Tennis <br /> Professional shall meet with the Pleasanton Community Tennis Association monthly and <br /> quarterly. He did not believe there was a Pieasanton Community Tennis Association. He <br /> - referenced the Summer 2005 Activities Guide and noted discrepancies between the tennis <br /> programs listed and what is mentioned in the contract pertaining to the availability of drop- <br /> in/open play for the six courts that are available for the public. The Pleasanton Tennis and <br /> Community Park has a fine reputation in the community and the Tri-Valley.
