McGovern, to adopt Resolution 05-025, s <br />resolution approving the allocation of Federal and City funds relative to the Community <br />Development Block Grant (CDBG) and Home Investment Partnership (HOME) Programs for Fiscal <br />Year 2005 (2005/06) and to direct staff to move forward with some of the issues that have been <br />discussed regarding the silent second mortgages and the construction of the Assisted-Living <br />Facility. <br /> <br />The roll call vote was taken as follows: <br />AYES: Councilmembers - Brozosky, McGovern, Sullivan, and Mayor Hosterman <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Mr. Sullivan thanked the Human Services Commission, Housing Commission and staff for all their <br />hard work. He recognized Tim Sears from GRID Alternatives and congratulated him on the program that <br />is available which provides solar power systems on affordable homes and reduces the utility bills on <br />affordable housing and meets some of the City's energy goals. He indicated that this program meets <br />many of the City's General Plan goals. <br /> <br />6._~b <br />Consideration of Public Restroom Alternatives for the Downtown (SR 05:101) <br /> <br /> Jerry Iserson, Director of Planning and Community Services, presented the staff report. <br /> <br /> Mr. Brozosky believed that the last time this was brought to Council, staff was to return to Council <br />with a report outlining potential locations, costs and the length of time it would take to complete the project. <br />He requested clarification of the process. <br /> <br /> Mr. Fialho mentioned that staff was looking for Council to narrow the options down so that staff <br /> could spend constructive time identifying the potential costs. He hoped Council would select one, but no <br /> more than two options for staff to bring back to the May 3 meeting for an idea on what a traditional <br /> restroom would cost, similar to restrooms located at the Sports Park or Val Vista Park, as well as one that <br /> was less permanent, portable in nature, and similar to the restroom facility that is located at Creekside <br /> Park. Council could then give direction to staff on which option they would like staff to proceed with. <br /> <br /> If the City built the restroom at Delucchi Park near West Angela Street, Ms. McGovern asked if it <br /> would restrict the construction of a restroom on Neal between First and Railroad.
