Mr. Jserson said that would occur independently as that is part of the plan for the downtown parks <br />and traits. Mr. Iserson indicated that when Delucchi and Lyons Wayside Parks are improved there would <br />be removable bollards that could be placed in the streets when events are occurring so that pedestrians <br />and activities can flow evenly between both parks. <br /> <br /> Ms. McGovern questioned whether the City would continue to use portable restrooms as it has <br />during parades and activities, and when there are concerts in the Park. Ms. McGovern wanted to be sure <br />that the City is getting the most usage out of the public restrooms as possible for events in the downtown. <br /> <br /> Mr. Fialho said staff's idea was to address a centralized location that could meet the communities' <br />needs long-term, which is why staff chose the Delucchi side closer to West Angela. The thought was that <br />over time there would be an opportunity through the black box theatre upgrade to do one of the following <br />things: (1) establish a policy to make sure the facility is open during peak downtown event seasons for <br />restroom access; and (2) to provide exterior access from the outside for restroom use and/or create a <br />separate stand alone facility at Lyons Wayside Park that could address not only the centralized need but <br />also for the Friday night concert series and other downtown events. If Council chooses Dulucchi Park as <br />the location for a public restroom, he believed that sometime over the next several years there would be <br />an option presented to Council that would be related to the Black-Box Theatre and Lyons Wayside Park. <br />Council would then be able to make a decision to augment the decision that was made tonight. <br /> <br /> Until public restrooms are available at the Firehouse Arts Center, Ms. McGovern requested the <br />closure of West Neal Street between First Street and Railroad Avenue during activities at Lyons Wayside <br />Park so that the restrooms would be easily accessible without crossing the street. <br /> <br /> Mr. Fialho stated that the City could place barricades as an interim measure. <br /> <br /> Mr. Sullivan asked if the staff report outlining the conceptual design options and costs for a public <br />restroom facility in the downtown would include permanent restrooms and modular or metal facilities? He <br />asked staff to include in its report to Council the operational, maintenance and replacement costs for <br />temporary restroom facilities, as over time, this is something that should be considered. He believed it <br />would be cheaper to place modular restroom facilities in the interim, but realized that this type of facility <br />would need to be replaced within 10 years. <br /> <br /> Mr. Fialho stated that this would be part of the analysis. <br /> <br /> Mayor Hosterman opened the meeting to the public. <br /> <br /> Christine Salidivar, Executive Director of the Pleasanton Downtown Association (PDA), gave her <br /> appreciation to Council for its support and efforts in helping place a public restroom in the downtown area, <br /> which has been needed for a long time. The movement in the last few months has been fantastic and she <br /> thanked Council. On behalf of the PDA, she thanked staff for its hard work and for the staff report. The <br /> PDA supports the staff recommendation of Dulucchi Park/West Angela as the priority because it believes it <br /> is a project that can be completed within one year. The PDA would also like to support the possibility of <br /> placing a temporary modular facility at Lyons Wayside Park until the public restrooms at the Firehouse <br /> Arts Center are available, which may take a few years. This would meet the needs for people who attend <br /> the concerts and activities that are taking place downtown.
