She wondered if staff had considered using it to defray the costs of the assisted living facility. <br /> <br /> Mr. Bocian stated that the report lists all of the projects that were funded by ALM and that these <br />funds have been used on some of the newer projects. <br /> <br /> Ms. McGovern requested the possibility of adding another $171,000 in the five-year plan. She was <br />concerned with bringing the Assisted Living Facility in as soon as possible instead of giving these funds to <br />other cities. Ms. McGovern believed the City had a major problem, and she would rather have Council <br />give a higher priority to the Assisted-Living Facility. She hoped the Housing Commission would also <br />consider this as its first priority. <br /> <br /> Mr. Bocian stated that the Housing Commission has been looking at all potential sources for the <br />assisted-living facility project. The City has worked cooperatively with Allied Housing on a couple of <br />projects that staff feels provides a regional need. Mr. Bocian indicated that staff has been successful, and <br />he felt that this project would also be successful. As part of the contract agreement with Allied Housing, <br />staff required them to provide a priority for a certain number of units for Pleasanton residents. <br /> <br /> Ms. McGovern said she would like to make sure the $50,000 being approved is written into the <br />agreement. <br /> <br /> Mr. Bocian concurred. <br /> <br /> Ms. McGovern would like to request at a future date how many Pleasanton residents are being <br />able to have assisted-living type housing. <br /> <br /> Mr. Bocian responded that the City receives this information from Allied Housing on a regular <br />basis. <br /> <br /> Ms. McGovern read in the staff report that a question was raised by a Housing Commissioner <br />regarding giving monies to other cities and whether that would help with Pleasanton's affordable housing <br />quotas. <br /> <br /> Mr. Bocian said that was correct. <br /> <br /> Ms. McGovern's idea in getting the Assisted-Living Facility on board sooner rather than later even <br />becomes a higher priority because it does count towards affordable units in the City. <br /> <br /> Ms. McGovern questioned the draft Consolidated Plan objectives on Page 13 of the report. She <br />was concerned that the five-year objective to assist moderate and middle income, and first-time <br />homebuyers with the performance measure of down payment loans provided to 20 households during the <br />five-year period was setting the City's performance measures too Iow. <br /> <br /> Mr. Bocian said that the City has utilized second mortgage programs. The City is currently using <br />them for the Bernal property and the experience has been that it is somewhat difficult to get these to <br />match, so the City currently does not have any new developments or projects that it is involved in. Mr. <br />Bocian indicated that the City is left working with either CAL HA8 programs or other state and regional <br />programs that can provide second mortgages. Staff agrees these programs are a great way to leverage <br />money to get people into homes.
