Mr. Bocian stated that the language would be specified in the agreement before the City enters into <br />an agreement with Spectrum. Mr. Bocian also stated that the City does not plan to enter into an <br />agreement unless it is for that program. <br /> <br /> Mr. Brozosky was also concerned about the City taking 20% of the funds for administration of the <br />program. He asked if it is possible to use a portion of the money instead of taking the full 20% that has <br />been allotted and give some of that to Spectrum since there is not enough money, <br /> <br /> Mr. Bocian said it would be considered a different fund. The approach staff has taken is that the <br />program is designed to recognize that fact that there is an administrative component to these programs <br />and that they are time sensitive. He noted that the 20% helps to offset the salary costs for the City's <br />Housing Specialist. Mr. Bocian believed that this program recognizes there are costs involved to <br />administer it. Mr. Bocian believes that in the staff's perspective it is justified to utilize the 20%. Mr. Bocian <br />stated the Council has the authority to make a decision to use funds from another source; however, taking <br />funds from another source would ultimately impact some other program. <br /> <br /> Mr. Brozosky asked what percentage of staff time is used to manage these types of projects. <br /> <br /> Mr. Bocian was not sure what amount was used in the budget, but believed 30-40% of staff time <br />was used to manage these projects. <br /> <br /> Mr. Fialho mentioned that he spoke with the Executive Director of Spectrum Community Services. <br />Mr. Sweeny informed him that the Area Agency on Aging is recommending that Spectrum no longer <br />provide services to Ridgeview Commons and that those services be provided by Open Heart Kitchen, <br />which is a food pantry service that runs out of the local Presbyterian Church located on Dale Vale. Mr. <br />Fialho indicated that Spectrum would only continue to provide congregate meal services for the Senior <br />Center program. Mr. Sweeny believed that the $8,000 dollars the City was recommending would be <br />enough to fund that service, and if the funding was not sufficient, he would return to the City requesting <br />additional funding after July 1, 2005. <br /> <br /> Mr. Brozosky asked who would continue the Meals on Wheels. <br /> <br /> Mr. Fialho said Open Heart Kitchen would continue the Meals on Wheels Program. <br /> <br /> Mr. Brozosky also had a question on the draft Annual Action Plan that was attached to the staff <br />report. He noted on page two it mentioned the HUD 202/HUD 811 Program Funds and that the City has <br />been contacted in the past by nonprofit agencies desiring to construct new housing for the disabled. Mr. <br />Brozosky indicated that if the project progresses, the City may support an application for 811 Funding. He <br />asked staff to elaborate on this issue. <br /> <br /> Mr. Bocian believed this was a request to look at the Vervais house and to research the possibility <br />of converting it to a special needs housing. <br /> <br /> Mr. Brozosky stated that since the house on Vervais had been torn down, HUD was looking at <br />other sites. <br /> <br /> Mr. Bocian stated that HUD has been looking at other sites in Pleasanton. <br /> <br /> Ms. McGovern questioned staff regarding the Allied Housing Incorporated home loan of $50,000. <br />When she read the draft Annual Action Plan under home investment partnerships, she wondered if it was <br />the same fund. <br /> <br />Pleasanton City Council 7 04/19/05 <br />Minutes <br /> <br /> <br />
