the City of Pleasanton is planning to build a bypass road to accommodate the project when it opens, and
that in the future, this road should not be used to access the golf course or the housing development.

Tom Murphy, a Pleasanton resident, addressed Council about the need for lighted tennis courts.
He stated that there are only three different sports that are represented in the plans for the Bernal
Property. One of those sports is lacrosse. He would like to see as many sports represented in the
community as possible. He also raised his concern about the impact the new management company that
the City may hire may have in limiting the current use of the Courts. Mr. Murphy would like the Council to
consider the concerns of the citizens when it considers the contract. If the contract were approved, he
would like Council to consider an annual review of the contract.

Mayor Hosterman requested staff to look into Mr. Murphy's concerns.

Mr. Fialho said the management contract for the tennis courts is tentatively scheduled to come
before the Council on May 3, 2005. He was not finished reviewing the project so there is a possibility that
this item may be pushed out to the second meeting in May.

Mr. Brozosky indicated that Council has not made a decision on whether it would contract out for
the management of City tennis courts.

Mr. Fialho stated the review of the contract is currently at staff level.

There were no further speakers.

Mayor Hosterman closed the meeting open to the public.

6. PUBLIC HEARINGS AND OTHER MATTERS

Item 6a
Approval of the allocation of Federal Community Block Grant (CDBG) Funds for Fiscal Year 2005
(2005-06)~ and approval of five-year Consolidated Plan (2005-09) and Annual Action Plan {2005-06.
(SR 05:103)

Steven Bocian, Deputy City Manager, presented the staff report.

Mr. Brozosky had a question regarding Spectrum Community Services and what was being
recommended. Mr. Brozosky stated that it was significantly less and wondered how it would impact the
Program. He wanted clarification that if Spectrum received the amount of money listed, it would be able to
continue the same level of service that is currently available. He asked if there were any other funding
sources available.

Mr. Bocian stated that there were two issues that Spectrum would be facing. One issue is whether
Spectrum would be able to get its contract renewed through Alameda County. He indicated that Spectrum
has made a larger request, and that Spectrum would have to search for additional money from another
source if they received the contract, or even negotiated with Alameda County. Mr. Bocian indicated the
amount that staff is recommending is contingent on Spectrum receiving the contract.

Mr. Brozosky wondered if there was language specified in the report that stated that if Spectrum
does not obtain the contract that the money would not be provided.

Pleasanton City Council 6 04/19/05
Minutes
