stated that if Happy Valley Road were closed until the bypass road is built, there w0uld only be one road
serving 2000 cars per day.

Bill Mandor, a Pleasanton resident, mentioned that tennis has become a popular sport with high
school and middle school students, which has increased over the past few years. The program that he
runs on Sunday evenings at Club Sport is growing, and the majority of these people are Pleasanton High
School students. He emphasized the need for lighted tennis courts in Pleasanton, as it is difficult to find
courts for general play on weeknights. Mr. Mandor urged the Council to consider including lighted tennis
courts in the community.

Ms. Hosterman noted that Council has heard about this issue from the community, and it is an
issue that Council is looking at and will be addressing.

Leonard Cooper, a Pleasanton resident, was aware that a tennis usage survey was being
conducted. He addressed Council on how he felt this survey should be approached. Mr. Cooper felt that
if the survey returned negative results that the courts in Pleasanton are used 30% of the time it would be
an incomplete type of report. Mr. Cooper believed the message the speakers are trying to get the Council
to understand is that on the survey it should be talking about specific hours that courts are used. Mr.
Cooper felt that if the survey were conducted for those hours, the survey would return very Iow numbers.
Mr. Cooper also felt that if the survey requested additional stats on evening hours, it would also return
negative results. Mr. Cooper believed there should be separate surveys conducted. Mr. Cooper stated
currently he has to reserve courts several days in advance in order to get his USTA teams going. He also
wanted to thank the Council for the town hall meeting that was held on Monday night. He felt it was
democracy in its highest form and he really liked it. Mr. Cooper stated that not one person spoke out
about any other sport. He felt that everybody has their own desires and needs and they spoke for them.
He felt that many people indicated that this should be a place for all sports and felt that was very
important.

Vince Casha, a Pleasanton resident, believed tennis courts in the area should be quite. He visited
the high school today where there were tennis matches going on and he said there was loud music being
played on the other field and he did not know how the students could think much less play tennis. Mr.
Casha preferred to play in the winter months and he would like to see the day where the residents of
Pleasanton will see walk on tennis courts. He asked the Council to give it some consideration.

Cy Matin, a Pleasanton resident, addressed Council regarding the Town Hall meeting. He
believed this meeting was demographically open to the public and allowed everyone the opportunity to
speak. He felt that everyone was speaking about all kinds of sports, and he hoped that tennis would not
be excluded from any decision. Pleasanton has a huge shortage of tennis courts and the tennis courts
that the City does have are not readily available, with the exception of two courts located at Fairland
Elementary School. He would like to see the Council and the leaders of Pleasanton be united and not the
divider of the community. Mr. Matin also spoke about the Cultural Arts Center and the location, which he
believed there was support for this to be located in the northeast corner of the Bernal property to help the
economical vitality of downtown. He voiced concern that there was no alternative plans available at the
Town Hall meeting showing the Cultural Arts Center in the northeast corner of the Bernal property.

Kevin Close, a Happy Valley resident, addressed Council regarding his concerns about traffic at
the golf course and housing development. Mr. Close noted his concerns about the signage at the entry of
the Happy Valley Iccp directing people to travel there to look at housing lots. He believed that drivers
might not be aware that this is a temporary read for the developers of the golf course and the housing
development projects. He requested additional signage that would mention that this is a temporary read.
He believed the directional signs should indicate that this is the Happy Valley Golf Course Open Space
project and include an 800 number which people could call informing them this is a temporary road and

Pleasanton City Council 5 04/19/05
Minutes
