Mr. Roush could not recall whether the completion of the Alviso Adobe Community Park was an <br />expressed mitigation for the golf course. The City has purchased a conservation easement and has spent <br />$280,000 purchasing some property or helping to purchase property in the East Bay Regional Park <br />District, <br /> <br /> Ms. McGovern requested that she be allowed to change her vote related to affordable housing and <br />the participation in the Kottinger Place Task Force activities, and that it be moved up to a Council priority. <br /> <br /> It was moved by Mr. Brozosky, seconded by Mr. Sullivan to adopt the Council priorities for <br />2005/06 as outlined in Attachment A that includes current and future projects as an outcome of the <br />City Council priorities workshop held on April 12, 2005 with the amendment of prioritizing <br />participation in the Kottinger Place Task Force activities. <br /> <br /> Mr. Sullivan stated that the process to establish Council priorities is exciting and he would like to <br />revisit this in its entirety when the new councilmember is elected. He is looking forward to some <br />meaningful discussions in some policy areas that have not been discussed. <br /> <br /> Mayor Hosterman commented on the new item of environmental awareness, which will give the <br />Council an opportunity to look closer at environmental issues affecting this community. <br /> <br />The roll call vote was taken as follows: <br />AYES: Councilmembers - Brozosky, McGovern, Sullivan, and Mayor Hosterman <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Ms. McGovern wanted to see the energy portion of the General Plan prior to establishing a <br />standing advisory commission to the Council. She would like to be able to build on this by setting a <br />strategy with resources from staff as well as financial resources of the City. <br /> <br /> Mr. Brozosky asked for clarification regarding the Council's priorities when the new <br />councilmember is elected. <br /> <br /> Mr. Fialho said a similar priorities workshop would be conducted after the new <br />councilmember had been elected. He anticipated that the 2005-06 Council priorities would be ratified <br />sometime in August. <br /> <br /> Mr. Brozosky asked if all of the adopted 2005-06 priorities would be subject for <br />reconsideration or only the projects that received an affirmative majority vote? <br /> <br /> Mr. Fialho said all 2005-06 priorities would be subject to reconsideration. This would also <br />be the time for Council to add any new projects and to reconsider the projects that received no votes. <br /> <br /> Mr. Brozosky requested the Council priorities be placed on the website, <br /> <br />6(:1 <br />Approval of the City Purchasing Procedures Manual and introduction of an ordinance amendinq <br />Section 3.32,010 of the Pleasanton Municipal Code reqardinq Alternative Biddinq Procedures <br />under the Uniform Public Construction Cost Accountinq Code.
