Jerry Thorne, a Pleasanton resident, informed Council that the Parks and Recreation Commission <br /> had completed the process of establishing its priorities. The Commission's top priority was the Alviso <br /> Adobe, and he wondered if Council concurred and wondered what message should be taken back to the <br /> Parks and Recreation Commission, or is this a project that the Commission should work on. <br /> <br /> Mayor Hosterman pointed out that Council had many projects and she considered all of them a <br /> priority. She wanted Council to focus on the issues and prioritize them in a way that would provide staff an <br /> opportunity to come up with a measurable plan. While she understood Mr. Thorne's concern, she also <br /> believed Council and staff needed to focus on those projects that are considered high priority. She did not <br /> believe the Alviso Adobe Community Park project was a high priority. <br /> <br /> Mr. Thorne recommended that Council periodically solicit input from the Commissions to see what <br /> projects they have considered as high priority. He reemphasized the unanimous decision of the Parks and <br /> Recreation Commission to place the Alviso Adobe Community Park project as its top priority. <br /> <br /> Ms. McGovern reviewed the Parks and Recreation Commission's priorities and asked Mr. Thorne if <br /> the Alviso Adobe Community Park project was more important that the Bernal Park? She wanted to get <br /> the Bernal Park project completed before beginning the AIviso Adobe Community Park project. <br /> <br /> Mr. Thorne would not say that one project is more important than another, but indicated that the <br /> Parks and Recreation Commission was looking at the Capital Improvement Program (CIP) and tried to <br /> prioritize the projects that had already been started or were on its way. The Commission would prioritize <br /> in terms of what it could complete and when. <br /> <br />- Ms. McGovern had previously mentioned the Bernal property project within the context of the ClP <br /> and noted the importance of this project. <br /> <br /> Mr. Thorne agreed on the importance of the Bernal property project. <br /> <br /> Mayor Hosterman closed the public meeting. <br /> <br /> Mr. Fialho stated that the Alviso Adobe Community Park project is a good example of what is <br /> reflected in Attachment "B'. He noted that funding is currently available in the amount of $2.4 to $2.5 <br /> million dollars. As part of the Capital Improvement Program process, staff plans to bring back to Council <br /> the Parks and Recreation Commission's recommendation in terms of this project being given the highest <br /> priority. Staff will also bring back to Council a funding mechanism that augments the existing funding that <br /> would allow this project to move forward. At that point in time, staff will ask Council if it considers this <br /> project a high priority and whether to proceed with this project. He noted that this does not mean that <br /> these types of projects will fall off the wayside, it only means that staff is seeking additional clarification <br /> from Council as the year progresses. <br /> <br /> Mr. Sullivan mentioned that previous Councils rated its priorities as highest, high, medium, and Iow. <br /> He believed it was easier for Council and the public to understand numbers or a ranking versus listing <br /> projects that have a definite start and completion date and projects that are a part of the City's regular <br /> ongoing service efforts. <br /> <br /> Mr. Brozosky believed the next challenge would be the CIP projects and allocating funds to <br /> projects that the community wants.
