Mr. Sullivan asked if staff was looking to actively solicit local firms? He asked if there was any <br />discussion regarding criteria or requirements for small businesses. He mentioned that most cities have <br />criteria and requirements for contracting certain pementages of projects to small businesses. Cities often <br />define small businesses. <br /> <br /> Mr. Bocian noted that staff's approach was more limited as staff wanted to offer every Pleasanton <br />business an opportunity to bid. He pointed out that the manual does not provide preferences to <br />Pleasanton businesses or any type of Pleasanton business. <br /> <br /> Mr. Sullivan asked if there was a reason why staff did not provide for these preferences. <br /> <br /> Mr. Bocian said staff wanted the purchasing procedures to be as open as possible, as there are <br />many projects that the City contracts out with businesses that are located outside the City. He did not <br />know how much of an advantage the City would gain by providing preferences to contract out projects to <br />Pleasanton businesses. <br /> <br /> Mr. Sullivan said it is not necessarily an advantage for the City, but it is for the local small <br />businesses. <br /> <br /> Mr. Fialho said he sees it as advancing economical development for small businesses rather then <br />the City's ability to get discounted rates for purchasing. The City wanted to expand the scope of <br />participation that came out of a recent Economic Vitality Committee meeting that was held several years <br />ago. The recommendation at the time was to allow all businesses in the City of Pleasanton to participate <br />in the bidding. <br /> <br /> Mr. Brozosky was pleased that the City was taking a proactive approach to let the Pleasanton <br />business community know that there are some projects that they may be capable to bid on. <br /> <br /> Mr. Fialho said it also encourages businesses to obtain business licenses. <br /> <br /> Mayor Hosterman declared the public hearing open. There being no speakers, she closed the <br />public hearing. <br /> <br /> It was moved by Mr. Brozosky, seconded by Mr. Sullivan to approve the attached draft <br />Purchasing Procedural Manual, as presented in Attachment 1, with amendments to reflect the <br />increase in the limit for informal bidding procedures, and to introduce Ordinance 1916, an <br />ordinance amending Section 3.32.010 of the Plsesanton Municipal Code regarding alternative <br />bidding procedures under the Uniform Public Construction Cost Accounting Act. <br /> <br /> Mr. Sullivan mentioned that he had worked for large and small businesses for over twenty-five <br />years, and this is an issue that staff always struggles with in deciding whether there should be centralized <br />purchasing or distributed purchasing.
