Howard Neely, a Pleasanton resident, addressed Council regarding the public restrooms. Mr. <br />Neely agreed with staff's proposal but suggested that the architectural design be presented to both types <br />of contractors for on-site and pre-fad facilities. Mr. Neely believed the architects would receive a fee and <br />with pre-fad restroom facilities there would be no fees, which would allow the City to save some money. <br />Mr. Neeiy believed putting the project out for an expanded bid would save the City some money, which <br />could be used for other projects in town. He suggested Council look at placing some temporary modulars <br />at the north and south ends of town so when there are parades and activities downtown, people can use <br />either facility. Mr. Neely believed the City should not spend $400,000 on one location. He also believed <br />that Council should direct citizens that have complaints regarding the library, parks, etc. to the <br />Commissions that make recommendations to Council. <br /> <br /> Mayor Hosterman closed the public hearing. <br /> <br /> It was moved by Mr. Brozosky, seconded by Mr. Sullivan, to approve Delucchi Park near <br />West Angels Street as the highest priority location for a public restroom in the downtown, and <br />direct staff to prepare conceptual design options, including costs and operational hours <br />associated with the proposed facility. <br /> <br /> Mr. Brozosky requested that staff address the hours of operation or external access to the <br />restroom facility at the Firehouse Arts Center as part of the architectural design. <br /> <br /> Mr. Sullivan clarified that the location for a public restroom at Delucchi Park is the southwest corner <br />of the Park closest to the creek. <br /> <br /> Mr. Fialho noted that staff would provide a report to Council. He noted that this restroom facility <br />would be operated similar to the facilities at the parks in town, which are closed, to the public at dusk. <br />Custodial services are provided and the restrooms are reopened at sunrise. <br /> <br /> Ms. McGovern asked whether the designs would include infant changing tables. <br /> <br /> Mr, Fialho said yes. <br /> <br /> Ms. McGovern asked if staff had considered the amount of stalls for this public facility. <br /> <br /> Mr. Iserson stated that staff has not researched that, but when staff begins working with the <br /> architect it will be a consideration. <br /> <br /> Ms. McGovern would prefer for the restrooms in the Firehouse Arts Center to open from the <br /> outside, particularly for easy access to the Park area, which will result in less wear and tear on the <br /> Theatre.
