Mr. Fialho said that staff has asked the architect to return something by May 3, but there is a
possibility that it may be returned at the May 17 meeting.

Ms. McGovern thanked Howard Neely for researching possible solutions and presenting them to
Council. She thanked Phyllis Cooper who went to Scotland and drew a design on what the restroom
facilities looked like in Scotland and presented them to Council. She was happy to have public input.

6~c
Adoption of City Council Priorities for 2005-2006 (SR 05:107)

Nelson Fialho, City Manager, presented the staff report.

Ms. McGovern had a question on Attachment B and wondered if Council should entertain the idea
for this year only of removing the items from Attachment B that received one or zero votes so that when
the new councilmember has been elected, there would be fewer things to review.

Mr. Brozosky asked if the ranking process for Council priorities would start over, or would the
priorities be fine-tuned.

Ms. McGovern also questioned the Kottinger Place Task Force activities. Ms. McGovern wanted to
know if the Task Force had completed all of its work and carried forward its ideas to the City. Ms.
McGovern questioned whether she should change her ranking to keep the Kottinger Place Task Force a
priority.

Mr. Fialho said the City will continue to provide staffing resources for this activity, and the Council
has provided direction related to this project. If anything differs from the action previously taken, staff will
return to Council for further direction. Staff will continue to provide support for this activity and there is no
need for Ms. McGovern to change her vote.

Ms. McGovern stated that this was her real concern and since this was the first time she has gone
through this process, she hoped to do a good job. She wanted to set a good example so that when
Council sets something as a high priority, it is completed in a timely fashion. Ms. McGovern wanted to
make sure that this Task Force continues its work, and that staff continue to support them if the work is not
completed.

Mr. Fialho reiterated that staff would continue to provide staffing resources to this effort. The only
distinction would be if something comes out of that process in terms of a recommendation. Rather then
proceed with completion; similar to the completion of the golf course project, staff would come back to
Council for further direction.

Mr. Sullivan inquired about the projects that are not listed on Attachment A and wanted to confirm
these projects would not be eliminated if they were projects that had already been in process.

Mr. Fialho said that was correct, and if staff was uncertain about whether a project would continue
or be eliminated, staff would return to Council for direction.

Mr. Brozosky wanted to confirm that staff would be returning with an action plan for the year after
the priorities are ratified.

Mr. Fialho said he would be meeting individually with each councilmember and sharing his work
plan. At anytime the Council would like to make this process or work plan public, staff could do so. He
will need to spend some time scoping this out from a work plan standpoint since there is approximately 46

Pleasanton City Council 12 04/19/05
Minutes
