Ms. McGovern believed that a vision statement is important for the beginning of <br />any General Plan. <br /> <br /> It was moved by Ms. McGovern, seconded by Mr. Brozosky, to amend the <br />motion to concur with staff's proposal on the General Plan Update process, <br />proposed schedule and proposed approach to sustainability issues with more <br />emphasis on community involvement, and to include an overall Vision Statement <br />to the General Plan. <br /> <br /> Mr. Sullivan mentioned that a water element was mentioned at one point, and he <br />would like to make sure that this issue was addressed at some point during this process. <br /> <br /> Mayor Hosterman mentioned that she serves on the California Local Government <br />Commission Board as a board member. This Board is in the process of putting together <br />its water principals, which will be available at the Board's next meeting in March. This <br />report will be provided to every water agency and municipality throughout the state of <br />California, including cities and counties, for adoption. Following that, the Board will be <br />compiling a proposed water element, which the State of California will mandate as part <br />of any General Plan. <br /> <br /> Mr. Sullivan believed it would be appropriate for Council to review what the <br />California Local Government Commission Board proposes if it fits into what Council is <br />trying to do. <br /> <br /> Mr. Brozosky did not want to change the direction in which Council is proceeding <br />as he prefers the process that staff has outlined. He asked staff to place the maps and <br />the General Plan Process Overview and General Plan Workflow on the website. <br /> <br /> In addition to an executive summary, Ms. McGovern said she took it for granted <br />that there would be a vision statement at the beginning of the General Plan with some <br />over-arching ideas of what Council is trying to accomplish. <br /> <br /> Mr. Fialho said executive summaries are included as part of a General Plan and <br />vision statements are typically not. Considering that the City is approaching build out, <br />this is an important General Plan from the standpoint that staff can create a broad theme <br />for this exercise that would be reflected in the vision statement. <br /> <br />The roll call vote was taken as follows: <br />AYES: Councilmembers - Brozosky, McGovern, Sullivan, and <br /> Mayor Hosterman <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />7.
