Mr. Sullivan noted that a resident addressed Council previously under the <br /> Meetings Open to the Public portion of the agenda stating that one of the council <br /> members initiated an item for Council to discuss the Kyoto Protocol, Global Warming <br /> Treaty. He clarified that this was not his intent. His intent was to have the City agendize <br /> and discuss whether or not Council could take part in the Cities for Climate Protection <br /> program. His intent was for the City to do what it could locally to help reduce global <br /> warming emissions. <br /> <br /> 8. COUNCIL SUBCOMMITTEE REPORTS <br /> <br /> Ms. McGovern provided an update on the recent Tri-Valley Affordable Housing <br /> Committee meeting. She noted that there were three major items on the agenda. The <br /> first item on the agenda was the development of the five-year consolidated plan, which is <br /> required to receive HUD funding. The Committee discussed the priorities for the region <br /> and some of the interesting ideas included some type of transitional housing for single <br /> father families, eighteen year olds who are told to leave the family and fend for <br /> themselves and additional domestic violence services. She noted that there was also <br /> concern about veterans returning from Iraq and other areas of service. She mentioned <br /> that the Federal government has also requested performance measurement goals. She <br /> reminded Council that part of the HUD funds are provided in the form of Community <br /> Development Block Grants (CDBG). The Federal government is looking at removing <br /> this fund and providing these funds to the Department of Commerce. The Committee <br /> has requested that local elected officials send letters to their legislators asking them not <br /> to support the elimination of the CDBG funds. <br /> <br /> Mayor Hosterman indicated that she had sent a letter to the City of Pleasanton's <br /> legislators. <br /> <br /> Ms. McGovern continued with her report and mentioned that the Committee <br /> discussed the Northern California Community Loan Fund, which is a non-profit loan that <br /> provides small amounts of money to help finance and revitalize Iow-income communities <br /> as well as affordable housing. The third item on the agenda that was discussed was the <br /> 'q'ri-Valley Home Ownership One Stop Shop Clearing House," which will be open in <br /> Livermore and will promote affordable homeownership and rental opportunities in the <br /> Tri-Valley region. She reported that a Summer Teen Job Fair would be held on <br /> Saturday, April 9 from 1 p.m. to 4 p.m. at the Pleasanton Senior Center. She also <br /> reported that a Fishing Derby would be held on Saturday, May 14 at Shadow Cliffs <br /> Regional Recreation area. She mentioned that the City is holding a youth March <br /> Madness basketball tournament, which will be held on Friday evenings, March 11 and <br /> 18. In closing, she provided a brief status report on the recent School District Liaison <br /> Committee meeting. She reminded Council that a joint meeting of the City Council and <br /> the Pleasanton Unified School District Board would be held at the School District on <br /> Monday, March 21 beginning at 7 p.m. <br /> <br /> 9. ADJOURNED TO A CLOSED SESSION <br /> <br />__ Council adjourned to a closed session at 10:30 p.m. to continue discussion with <br /> legal counsel concerning pending litigation, Sionature Properties, et al. v. Pleasanton <br /> Unified School District, et al.; and Siqnature Properties v.
