can take things out of context without looking at the big picture. He would like to keep <br />the community engaged throughout this process, as it is very important. U~timately, <br />when the draft General Plan has been completed, Council may choose to have all of the <br />voters ratify it or a portion of it. He was satisfied with the remainder of the process as <br />outlined by staff. He somewhat agreed with staff's direction with regard to the <br />sustainability issue; however, one of the elements that has been missing from the <br />General Plan is an over-arching goal, a theme or mission statement. In his mind, this is <br />the City's General Plan to build out, and Council needs to keep in mind the long-term <br />well being of this community to meet the needs of the present without compromising <br />future generations ability to meet their own needs, which believed would be an <br />appropriate goal or mission statement for the General Plan. He referred to a report for <br />the proposed redevelopment of the Hacienda Business Park, which includes techniques <br />and tools for evaluating land use alternatives towards a sustainable future for <br />Pleasanton. He would like to see more of a focus and a proactive approach for the <br />City's General Plan similar to the approach taken for the Hacienda Business Park <br />Redevelopment Plan. <br /> <br /> Ms. McGovern did not find the proposed Redevelopment Plan for Hacienda <br />Business Park as useful as Mr. Sullivan. In her opinion, the statistics and how they were <br />based did not seem to be valid. <br /> <br /> It was moved by Ms. McGovern, seconded by Mr. Brozosky, to concur with <br />staff's proposal on the General Plan Update process, proposed schedule and <br />proposed approach to sustainability issues with more emphasis on community <br />involvement. <br /> <br /> Mr. Brozosky wanted to make sure that the appropriate City Commissions and <br />Committees review all of the new elements to the General Plan and that sufficient public <br />input is provided. <br /> <br /> As the City approaches completion of a draft General Plan, Ms. McGovern <br />reiterated that she would like the process to include periodic reviews of each of the <br />General Plan elements as informational reports. This will give Council and the public a <br />chance to see the direction of where things are going, and to also discuss additional <br />concerns. <br /> <br /> Mr. Sullivan asked if the motion could include having sustainability as a focus or <br />an over-amhing goal? <br /> <br /> Ms. McGovern pointed out that other City's General Plans included over-arching <br />goals in the beginning of the General Plan that stated their mission and standards and <br />feelings about their City. <br /> <br /> Mr. Sullivan said he was looking for more of a focus on what Council is trying to <br />do versus independent elements. <br /> <br /> Mr. Fialho believed Mr. Sullivan was looking for a vision statement with the <br />emphasis being that it is creating the theme for the General Plan and crosses <br />sustainability to General Plan build out and all of the other elements that are important to <br />the community. <br /> <br />Pleasanton City Council 20 03/01/05 <br />Minutes <br /> <br /> <br />
