She applauded Council for its involvement on the Tri-Valley Transportation <br />Triangle Policy Advisory Committee, as she would not want the City to give up or take <br />responsibility from the State and Federal governments. She asked Council not to <br />conduct a statistically valid survey unless it would take the input seriously. She liked <br />what she heard and observed this evening with respect to the Veterans Memorial <br />Building. As a member of this community, it feels good to have a Council that speaks its <br />mind while being sensitive to others. <br /> <br /> Mayor Hosterman closed the public comments. <br /> <br /> Mr. Brozosky noted that one of the new elements being considered is the Energy <br />Element, and the staff report indicates that the Planning Commission would review this <br />material. He asked if the Economic Vitality Committee and the Pleasanton Chamber of <br />Commerce, similar to the process for adopting the Green Building Measures, would <br />review this material. <br /> <br /> Mr. Iserson said staff had not planned on doing this, but it certainly makes sense <br />to have the Energy Element be reviewed by other commissions and committees. <br /> <br /> Mr. Brozosky believed that a policy is more important than a measure, which <br />requires the same type of feedback. He believed sustainability has always been a <br />theme and part of the General Plan. With respect to the sustainability element of the <br />General Plan, he preferred staff's suggestion to have this element as a thread <br />throughout the entire General Plan. If Council were discussing land use issues, he <br />would prefer to have the sustainability portion of land uses connected with it. He <br />believed that all of the City's General Plans have been important, particularly, the <br />General Plan of 1996 which was the year when the biggest change occurred in this <br />community. <br /> <br /> Ms. McGovern said she has reviewed other City's General Plans, particularly the <br />City of Novato's. She found it interesting that the City of Novato's strategies for <br />sustainable economic development recognize interrelationship between land use and <br />land value, transportation, quality of public service, and supporting infrastructure and <br />environmental protection. Therefore, this element must be viewed in context with the <br />other elements of the General Plan, and in aggregate, they identify policies and their <br />impacts. She noted that this supports what staff was stating in that sustainability is an <br />over-arching goal of all of the elements of the General Plan. She believes it is important <br />that each of the sections contains something on sustainability and follows the over- <br />arching goal. <br /> <br /> Mr. Sullivan believed it would be appropriate to have the Energy Element be <br />reviewed by the Economic Vitality Committee and the Pleasanton Chamber of <br />Commerce. He noted that this process was followed for the Green Building Ordinance. <br />Changes were not made based on the Economic Vitality Committee and the Chamber of <br />Commerce's comments, but provided as developed by the Energy Committee and the <br />Planning Commissions with the comments on the side. He is a strong believer in <br />community involvement in the General Plan update process and with any other matters. <br />He believed the City has done an adequate job in reaching out to the community. There <br />are other people that the City has not reached and Council needs to figure out how to <br />reach these people. He would prefer to bring people into the process and have them <br />help Council develop the plan.
