clear that what the City is doing is seeking input and not necessarily influencing any
particular political agenda.

Ms. McGovern said she wants to know whether the public thinks Council is
headed in the right direction. She also would like the public to be given the opportunity
to weigh in on quality of life issues. She has discussed the General Plan with members
of the community and they are concerned that their quality of life will be reduced.

Mr. Fialho noted that it takes time to compile a statistically valid survey, and to
conduct a survey within this time frame would not be realistic. It would more be more
appropriate to conduct a survey that would include the General Plan theme and
elements when the draft General Plan is available.

Mr. Roush pointed out that if the survey was conducted at the time when the draft
General Plan was available, Council might need to reissue another draft or prepare
another draft of the Environmental Impact Report depending upon the survey results.
He noted that it is not a simple process to compile a statistically valid survey, and the
process to compile the last Community Survey took about a year and a half to come up
with the questions.

Ms. McGovern was interested in conducting a statistically valid survey.

Mr. Brozosky believed the survey needed to be conducted early on in the
process.

Ms. McGovern believed it was important for Council to seek more public input
and not just limit the discussions to the City Commissioners and committee members.

Mr. Brozosky suggested holding public forums at the Farmers Market where
Council and staff could be present on certain days throughout the General Plan update
process. He believed this would generate a different representation of the community
that is not actively engaged in the General Plan meetings.

Mr. lserson noted that staff is planning to hold several Town Meetings. Staff has
placed public input as a high priority in this process. Part of the process included
community meetings held in various locations in the City where the public was invited to
share their thoughts and concerns.

Mr. Brozosky referred to the scheduled proposed for this summer and asked how
realistic is it as there will be a new council member that will be starting in July.

Mr. Fialho said the schedule would be adjusted to accommodate the new council
member.

Mayor Hosterman invited public comments.

Judith Geiselman, a Pleasanton resident, thanked staff for providing the report
and charts. She approved of the way in which staff is tracking the multiple components
because documents such as these help the public understand. She noted there her
experience in planning is only related to teaching and training of long-range planning,
She thanked Council for including energy and sustainability elements in the General

Pleasanton City Council l 8 03/01/05
Minutes
