The scoping session is an opportunity to try and get all of the environmental <br />issues out as early as possible. <br /> <br /> Mr. Fialho noted that there are three projects where scoping sessions will be held <br />and will involve the Planning Commission: the Spotorno property, the K0ttinger Hills <br />development, and Lund Ranch II. <br /> <br /> Keeping in mind the Planning Commission's regular meetings, Mr. Brozosky <br />asked staff to be sensitive to the time the Planning Commission is spending in scoping <br />sessions and General Plan workshops. He suggested holding the scoping sessions <br />during a regular Planning Commission meeting. <br /> <br /> Mr. Fialho said staff has been reacting in a sensitive way to not exclude the <br />Council or the Planning Commission. <br /> <br /> Ms. McGovern appreciates holding the scoping sessions as part of the General <br />Plan update. In her opinion, land use is the number one priority, which ultimately directs <br />traffic circulation. <br /> <br /> Mr. Sullivan believed there is a huge value in having the Planning Commission <br />and the public participate in the scoping sessions. <br /> <br /> Mr. Roush did not mean to suggest that the public would be left out of the <br />scoping sessions. Essentially, staff would conduct the scoping session meetings as <br />opposed to the Council or the Planning Commission. <br /> <br /> As a past member of the Planning Commission, Mr. Sullivan noted that the <br />Planning Commission was involved in several environmental impact report/scoping <br />sessions. The first joint scoping session with Council was the Kottinger Hills scoping <br />session. As a councilmember, he would like to rely on the Planning Commission to hold <br />the public hearing and conduct the scoping sessions. <br /> <br /> Mayor Hosterman undemtood the value and supported having the Planning <br />Commission involved in the scoping sessions. She would find it difficult to be a Planning <br />Commissioner and be asked by Council to spend an additional amount of time in service <br />to the community. She asked if there is an opportunity to raise the Planning <br />Commission's stipends or to include a stipend for additional meetings that the <br />Commissioners might attend? <br /> <br /> Mr. Roush said this matter is at the Council's discretion as the Council sets the <br /> stipends for the Planning Commission. <br /> <br /> Ms. McGovern said that she would attend the scoping session on the Spotorno <br /> property either way. <br /> <br /> Mr. Fialho said the Spotorno Ranch scoping session is currently scheduled to be <br /> held with the Planning Commission. <br /> <br /> Pleasanton City Council 19 02/15/05 <br /> Minutes <br /> <br /> <br />
