Mr. Sullivan pointed ou! tha! the Ci~/ of Pleasanton would have some influence
with respect to the model runs as Council has two representatives sewing on the Policy
Committee.

Mayor Hosterman said that the traffic study would look at traffic circulation
between and amongst the three (~ities; however, the focus will be related to regional
transportation projects, such as the 1-580/I-680 westbound to southbound flyover. The
traffic study will be focusing on a number of mitigations and opportunities to get traffic
moving on surrounding freeways as well as phasing opportunities.

Ms. McGovern believed this study is important and each Councilmember needs
to remain abreast of what is occurring. She would like for Council to have some joint
discussion about what it would like to see.

It was moved by Ms. McGovern, seconded by Mr. Sullivan, to adopt
Resolution 05-011, a resolution authorizing the City Manager to sign a letter of
intent to the Alameda County Congestion Management Agency to contribute
funding not to exceed $58,000 for the Tri-Valley Triangle Traffic Study, to sign all
future funding agreements for this study not to exceed $58,000, and to allocate an
additional $17,000 for the City of Pleaeenton to conduct additional studies if
needed at the City Manager's discretion.

Mr. Sullivan believed this is a great opportunity to study sequencing options for
improvements to regional projects impacting the 1-580, 1-680, and Route 84 corridors in a
· - coordinated fashion.

Mayor Hosterman said that the corroboration of the Tri-Valley Triangle Traffic
Study extends to a concerted effort on behalf of the Tri-Valley Mayors as well as
representatives from Alameda County and CMA staff.

The roll call vote was taken as follows:
AYES: Councilmembers - Brozosky, McGovern, Sullivan, and Mayor
Hosterman
NOES: None
ABSENT: None
ABSTAIN: None

7. MA'II'ERS INITIATED BY COUNCIL

Ms. McGovern asked staff to provide a status report to the public regarding the
Assisted Living Facility that will be located next to the Senior Center.

Mr. Fialho indicated that staff would provide a report at a subsequent meeting.

Mr. Brozosky was concerned about the increase in the number of scoping
sessions and General Plan workshop meetings involving the Planning Commission.

_ . Mr. Roush said that typically, scoping session are conducted at a staff level and
would not involve the Planning Commission or the City Council. Given the somewhat
sensitive, controversial nature of the projects, staff believed it would make sense to
involve the Council and the Planning Commission in these scoping sessions. There is

Pleasanton City Council 18 02/15/05
Minutes
