MEETINGS OPEN TO THE PUBLIC <br /> <br /> 2004 Best Workplaces for Commuters sM Employer Presentation. <br /> <br />Other Soeakers <br /> <br /> Kevin Close, a Happy Valley resident, asked if a study for the bypass road was in <br />progress, and does the development include the bypass road as outlined in the Happy <br />Valley Specific Plan? He asked Council to provide a status report on the matter. <br /> <br /> There were no further speakers. <br />6. PUBLIC HEARINGS AND OTHER MA'FI'ERS <br /> <br />Item 6a <br />City Council inDut reaardinq five-site Dian alternatives for the "Central Area" of <br />the 318-acre City-owned Bernal Property Phase II Specific Plan Area. (SR 05:028) <br /> <br /> Wayne Rasmussen, presented the staff report. <br /> <br /> Mr. Sullivan asked what the timeline is for the preparation of the environmental <br /> impact report. <br /> <br /> Mr. Rasmussen said that if staff were to receive adequate direction from Council <br /> in April, staff could then hire a consultant to conduct the environmental review. If the <br /> draft EIR were blessed by Council in the beginning of June, he believed another three <br /> months would be needed to finish the EIR, as much of the information that is contained <br /> in the Phase I EIR could be carried forward. <br /> <br /> Mr. Sullivan asked if the community park would be covered under a negative <br /> declaration? He asked if it is permissible to split the environmental review process, <br /> having an EIR for a part of it and a negative declaration for the other part? <br /> <br /> Mr. Ramussen believed that in this particular case it would be permissible <br /> because the community park was addressed in some detail in the Phase I Specific Plan. <br /> The Phase I Specific Plan included that as a part of the project. He noted that there <br /> were several uses that were addressed in the Phase I EIR. It also included not only <br /> Phase I but as much of Phase II as could be anticipated. Phase I stated that there was <br /> to be a community park within the Phase II area, storm water detention basins in the <br /> Phase II area as well as a special use, small park on the knoll, etc. <br /> <br /> Pleasanton City Council 3 02/01/05 <br /> Minutes <br /> <br /> <br />
