__ Mayor Hosterman noted that Mr. Rasmussen had mentioned that Council had <br /> the latitude to either take out land uses at this time or not, and that when Council <br /> reaches the point where it will go through with the EIR process, Council will be able to <br /> see both the pros and cons of those land uses. She noted that there are a number of <br /> concerns from the public with potentially relocating the ACE Train Station on the Bernal <br /> property. She asked if it made more sense to allow all of the land uses to go through the <br /> EIR process, or does it make more sense to cull them out at this point in time? <br /> <br /> Mr. Rasmussen said that it is important to receive public input. He believed a <br /> valid alternative would be what Mayor Hosterman was suggesting. The EIR would <br /> review alternative uses, and one of the alternatives to evaluate could be the removal of <br /> the ACE Train Station in order to compare the impacts of not having the train station <br /> against having the train station. He believed it would be the wisest planning choice for <br /> Council to evaluate all of the alternatives and make its most informed decision when the <br /> EIR process has been finished. <br /> <br /> Mayor Hosterman reminded the public that the final plan will be voted on by the <br /> community. <br /> <br /> Michael Fotheringham, architect, reviewed the five site plan alternatives for the <br /> "Central Area" of the Bernal Property, the analysis of the cultural arts center <br /> requirements and alternative north and south site locations, and the noise and sound <br /> issues related to it. <br /> <br />-- Mr. Brozosky pointed out that Mr. Fotheringham mentioned a 50-acre sports <br /> park. He did not believe Council approved a 50-acre sports park. He noted that there is <br /> a 30 to 50-acre community park, which could include an amphitheater and sports fields. <br /> He was not sure why the sports fields were being separated from the rest of the plan, as <br /> the goal was to move forward with the two-lighted baseball fields and one casual use <br /> baseball field with everything else being one unit that is planned together. <br /> <br /> Mr. Rasmussen noted that a sports park was the area that in general was shown <br /> on the Phase I Specific Plan for the community park. The recent initiative that was <br /> adopted by Council provided further direction as to the area in which the community park <br /> would need to be located. <br /> <br /> Mr. Roush said that the area is simply designated as a 30 to 50 acre community <br /> park. Other than the two-lighted sports fields portion of it, there has been no final <br /> decision made with respect to the remainder of the community park. He believed that <br /> staff would be bringing to Council a process that will discuss how the remainder of this <br /> area will be master planned. Coming out of that process would be the final decision <br /> about what uses will be within the remainder of the community park. <br /> <br /> Mr. Brozosky believed Council might want to discuss whether it wants to plan <br /> these areas combined, as Council ran into trouble before when it tried two different <br /> parallel paths. He pointed out that a read is located in front of the proposed location for <br /> the ACE Train Station. If the ACE Train Station was removed, could the roundabout at <br />__ Valley Avenue and Laguna Creek be moved closer to the Arroyo to provide more <br /> contiguous land in the central area? <br /> <br /> Mr. Fotheringham said the roundabout could be curved closer to the Arroyo. <br /> <br /> Plcasanton City Council 4 02/01/05 <br /> Minutes <br /> <br /> <br />
