Mr. Fotheringham shared the same concern. He noted that the topography in the <br />50-acre Community Park is anywhere from eight to ten feet, the fields are Iow, and the <br />public areas and streets are up. <br /> <br /> In response to an inquiry by Mr. Brozosky, Mr. Fotheringham said the cultural <br />arts center needs to be slightly higher than street level to keep it out of the flood plane. <br />This places the cultural arts center 10 feet above the water level in the basin even if a <br />3ermanent water body were created. <br /> <br /> Mr. Brozosky believed that the process for the Bernal Property has provided a <br />s~gnificant opportunity for the community to provide feedback to the Council. He did not <br />believe Council was shortcircuiting public input. <br /> <br /> Mr. Sullivan disagreed with Mr. Brozosky. He asked if the Commissions could <br />have staff work with them to flesh out the details for the proposed uses. <br /> <br /> Mayor Hosterman mentioned that there is detailed information pertaining to the <br />wetlands. She asked staff to provide copies of this information to Council. <br /> <br /> Mr. Rasmussen said that staff and the consultants are in the process of putting <br />together a preliminary definition of the different types of land uses. He noted that the <br />Task Force had limited definitions of what these different uses would consist of. Staff <br />and the consultants could make it clear to the Commissions as to the types of uses that <br />staff and the consultants are referring to, but there has been no formal action to define <br />these uses. Staff and the consultants can come back to Council with a composite plan <br />that will define the uses. He noted that it would be hard to define in any detail what will <br />ultimately be going into the cultural arts center, as this will be a program of itself where a <br />committee will be formed to establish it. <br /> <br /> Mr. Sullivan believed it would be appropriate for the various Commissions to <br />work with staff and have input into defining those uses. <br /> <br /> Ms. McGovern stated that she would be supportive if the remainder of the <br />Council wanted to forward all five of the site plan alternatives to the various <br />Commissions but she would like for the Commissions to be provided a copy of the <br />Council minutes entailing Council's decision this evening. She is concerned about the <br />amphitheater matrix that states that it will be open from 6 p.m. to 12 a.m. She would like <br />for Mr. Fotheringham to revisit the hours of operation, as she did not want to send out a <br />false message as to how the amphitheater would be used. She asked the City Attorney <br />to provide his opinion as to what the Community Park could include and whether or not <br />there could be some type of movement of the cultural arts center to the northeast corner <br />of the Bernal property. <br /> <br /> Mr. Brozosky pointed out that the Phase I Specific Plan indicated that land uses <br />and activities to be included in Phase II are to be voted on by the community.
