She questioned the reason for having a dog <br />park. <br /> <br /> Mr. Fialho noted that the dog park was mentioned in the original, draft Phase II <br />Specific Plan, <br /> <br /> Ms. McGovern was worried about having a dog park located next to the sports <br />park, as some children are afraid of dogs. She asked staff for a copy of the original <br />environmental impact report. <br /> <br /> Mr. Roush was not certain about the location of the cultural arts center within the <br />area covered by the Initiative. He noted that it is within Council's discretion to eliminate <br />the train station site; however, he suggested leaving this use in until the County has had <br />an opportunity to provide its observations and comments. <br /> <br /> Mr. Sullivan asked the City Attorney to provide the Initiative to the Council and <br />his interpretation of what it means regarding whether it is permissible to place the <br />cultural arts center in the northeast corner of the Community Park. He felt strongly that <br />there is a lot of value in the public process where citizens, committees and commissions <br />are part of how Council makes decisions and have input early on before a City Council <br />makes a decision. He believed the design competition produced many ideas and plans, <br />but at that point there was minimal input from the Commissions and the community at <br />large. He believed the comments that Council is making narrows it down significantly <br />and he did not want to prohibit the Commissions or the public from understanding that <br />there are options and discussing those options going forward. He believed Council <br />needed to continue the public process. He was concerned about the location of the <br />cultural arts center/amphitheater close to the residences bordering Bernal Avenue. He <br />was also very concerned about the proposed relocation for the ACE Train Station and its <br />relation to the elementary and middle schools and the traffic. He would like to see the <br />five site plan alternatives go back to the Commissions for comments and review, before <br />Council narrows it down. <br /> <br /> Mayor Hosterman concurred with Mr. Sullivan's direction. She believed it was <br />important for Council to share its comments with the public as it goes through this <br />process. She preferred Alternative D because it best preserves the integrity of the <br />newest Pleasanton neighborhood while still providing the community all of the amenities <br />that it has been looking forward to. This alternative includes a youth club/teen center, <br />removes the ACE train station and provides open space with a nice buffer around the <br />existing neighborhood. She believed the civic arts center/amphitheater location is <br />central as she has been concerned throughout this process in maintaining the view shed <br />of all of the surrounding hills. This alternative would also provide 50-acres for the <br />Community Park. <br /> <br /> Mr. Brozosky noted that the central area of the Bernal Property Phase II Specific <br />Plan depicted a flat piece of land and he would prefer to see some contour.
