Ms. McGovern said that she had previously suggested the idea of asking the <br />community as to whether it wanted to finance this so that portions could be built sooner <br />rather than later. <br /> <br /> In response to an inquiry by Ms. McGovern, Mayor Hosterman said she preferred <br />the grid systems for penmeable pavement materials that allows for either concrete blocks <br />with spaces for planting turf or plastic grids with spaces for planting turf. <br /> <br /> It was moved by Mr. Brozosky to direct staff to forward the five site plan <br />alternatives, with the exception of Alternative E, for the "Central Ares" of the 318- <br />acre City-owned Bernal Property Phase II Specific Plan to the Civic Arts, Youth, <br />Parks and Recreation, and Planning Commissions for comments. <br /> <br /> The motion died due to lack of a second. <br /> <br /> It was moved by Mayor Hosterman, seconded by Ms. McGovern, (a) to <br />direct staff to forward the five site plan alternatives, and the February I Council <br />meeting minutes, for the "Central Area" of the 318-ecre City-owned Bernal <br />Property Phase II Specific Plan to the Civic Arts, Youth, Parks and Recreation, and <br />the Planning Commissions, and the Youth Master Plan Implementation Committee <br />for comments, (b) to retain the ACE Train Station as an alternative to allow the <br />County an opportunity to comment on its relocation to the property, and (c) to <br />schedule a Town Hall meeting to allow the community an opportunity to comment <br />on the recommendations by the various Commissions and Committees prior to <br />Council providing further direction. <br /> <br />The roll call vote was taken as follows: <br />AYES: Councilmembers - Brozosky, McGovern, Sullivan, and Mayor <br /> Hosterman <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />613 <br />PAP-73. Marl Kennard. <br />($R 05:023) <br /> <br /> Jerry Iserson, Director of Planning and Community Development, presented the <br />staff report. <br /> <br /> Mr. Brozosky noted that the appellant had concerns about the second floor <br />balcony. Has asked if the second floor balcony would be used for this restaurant? <br /> <br /> Mr. Iserson said that the second floor balcony is not a part of the restaurant. He <br />noted that the restaurant includes a patio area, which is located behind the restaurant. <br />He noted that the patio area would not be utilized after the music begins.
