Mr. Fotheringham was not familiar with the text of the Initiative, but he believed <br />there is some flexibility that would allow that comer to be used for a cultural arts center. <br />He noted that there is another element currently shown within the 50-acre Community <br />Park, which is a drainage channel. This drainage channel comes down through the <br />middle of the playing fields separating soccer from baseball, which limits the flexibility to <br />some extent. He said he would be willing to work on another alternative that includes <br />placing the cultural arts center in the northeast comer of the Bernal property. <br /> <br /> Ms. McGovern said she is interested in looking at moving the cultural arts center <br />to the northeast corner of the Bemal property. She believed this would be a good <br />approach as it would move the cultural arts center away from the homes and provide a <br />focal point where the community sees it. If this is not possible, she would prefer <br />Alternative D, which if the wetlands can be maintained, it can be integrated into a <br />beautiful complex. She was not in favor of relocating the ACE Train Station and <br />believed these eight acres could be used for public use of the Park. She preferred <br />Alternative D because it provides for a large open space and gives a feeling that <br />someone is not boxed into one small area or moving from one small area to another. <br />She asked staff to define the youth club. <br /> <br /> Mr. Fialho said that a youth club is envisioned as a facility that would be operated <br />by the YMCA. A youth or teen center is envisioned as a facility that would provide a <br />multitude of programs and services for all ages, operated by the City of Pleasanton in <br />conjunction with the Parks and Community Services Department. <br /> <br /> Ms. McGovern noted that the Youth Master Plan Implementation Committee <br />discussed the teen center being operated by an organization like the YMCA that is a <br />youth-oriented group and has programs already established. She thought the youth club <br />was originally for the 4-H Club. <br /> <br /> Mr. Fialho said that the youth club was not intended to be the 4-H Club. He <br />believed the youth club was envisioned prior to the teen center process. He noted that <br />there is a potential to combine the youth club and youth/teen center into one use <br />whereby the City would provide the land and build the facility and turn it over to an <br />organization like the YMCA to operate. <br /> <br /> Ms. McGovern noted that the Youth Master Plan Implementation Committee <br />discussed the possibility of a community center that would serve young families and <br />young children. She asked if this use would be included in this process? <br /> <br /> Mr. Fialho said a community center could be included as a use in the planning <br />process. <br /> <br /> Mr. Fotheringham said he has always envisioned the community center as part of <br />the cultural arts center/amphitheater. <br /> <br /> Mr. Fialho believed Ms. McGovern was suggesting a combination youth <br />center/community center. <br /> <br /> Ms. McGovern suggested a breezeway that could separate the youth center from <br />the community center.
