that she may continue the process of what the Commissions have already done. She <br />believed it made good sense to narrow the five site plan alternatives to two plans, one <br />plan that places the cultural arts center/amphitheater at the south of Valley Avenue and <br />one plan at the Bernal Avenue site. She would like for the Youth Master Plan <br />Implementation Committee to review the plans for the "Central Area" of the Bernal <br />Property Phase II Specific Plan. <br /> <br /> Mr. Sullivan noted that the Planning Commission has had little input on the plans <br />for the Bernal Property from the beginning. The only input the Planning Commission <br />had was in providing comments with regard to the design competition finalists. He <br />believed Council would be shortcutting the process by selecting a plan or narrowing the <br />plans down to two and sending a Council-directed plan back to the Commissions for <br />further review. <br /> <br /> Ms. McGovern disagreed with Mr. Sullivan. She had previously mentioned the <br />possibility of moving the cultural arts center/amphitheater to the northeast corner of the <br />Bernal property. She was under the impression that the cultural arts/amphitheater could <br />not be moved until she reviewed a copy of the Initiative, which states that a cultural arls <br />center can be located in the Community Park. She applauded Mr. Fotheringham for his <br />patience throughout this process and recognized his artistic abilities. She said that the <br />reason she preferred locating the cultural arts center/amphitheater at the south of Valley <br />Avenue was because she thought of water, but she would only want it in this location if <br />water was going to be there year round. She asked Mr. Fotheringham if it is possible to <br />keep water in this area year around? <br /> <br /> In July of 2004, Mr. Rasmussen said the five design competition finalist's plans <br />were forwarded the Youth, Civic Arts, Parks and Recreation, and the Planning <br />Commissions for their review and comments. He noted that only the Civic Arts <br />Commission has reviewed the five site plan alternatives for the "Central Area" of the <br />318-acre City-owned Bernal property Phase II Specific Plan. He said it would be an <br />acceptable process for Council to direct staff to forward all five of the site plan <br />alternatives to the Civic Arts, Youth, Parks and Recreation, and the Planning <br />Commissions as well as the Youth Master Plan Implementation Committee. <br /> <br /> Rather than looking at this from a self-directed process, Mr. Fialho suggested <br />Council look at it from the viewpoint of what is the Council not willing to live with in terms <br />of the train station. If at a minimum Council omits the train station, Council is sending to <br />the Commissions and the community what looks like three or four alternatives. <br /> <br /> Ms. McGovern said she is more comfortable with Mr. Rasmussen and Mr. <br />Fialho's suggestions. She did not believe all five of the site plan alternatives needed to <br />be forwarded back to the various Commissions. <br /> <br /> Given the fact that the Youth, Parks and Recreation and the Planning <br />Commissions have not reviewed the five site alternative plans, Mayor Hosterman <br />believed it was appropriate to include them in the process.
