and provided a recommendation to assist Council in looking at alternatives to analyze <br />the circulation system for the General Plan, a part of which includes the Las Positas <br />tnterchange option. He believed Council would try and address the process it needed to <br />take from a legal and environmental impact review perspective at its next workshop. He <br />encouraged the community to attend the General Plan workshop meetings and share <br />their opinions, <br /> <br /> Ms. McGovern said that if the property owners are willing to move forward and <br />pay for the proposed Hacienda Specific Plan preparation, with the minutes showing that <br />this does not mean approval of the Specific Plan, it is up to them. She needed to know <br />answers to some of her major concerns before she would ever approve or disapprove <br />the proposed Hacienda Transit-Oriented Specific Plan. She keeps hearing about Smart <br />Growth and Smart Growth to her is only smart if it does not negatively impact her <br />community. She is hoping that a scenario is created which takes out the extension of <br />Stoneridge Drive to El Charre Road and the West Las Positas Interchange. She is <br />excited about the Triangle Study and is hopeful that the City will get some relief from the <br />state and federal governments to allow for better usability of the freeway and <br />infrastructure that the City has available. She does not belief in growth before <br />infrastructure. She could support allowing Hacienda Business Park to move forward <br />with its proposed Specific Plan as long there is a clear understanding of her position, <br />and as long as Hacienda Business Park and/or the property owners do not come back <br />and say that because she agreed to moving forward with the proposed Specific Plan, <br />she agreed to development. <br /> <br /> Mr. Sullivan asked staff for the process that Hacienda Business Park would need <br />to go through to get a project approved? <br /> <br /> Mr. Iserson said that Hacienda has an approved overall Planned Unit <br />Development Master Plan. In addition, there is also a development plan that outlines the <br />perimeters of development that can go on any particular site. As long as the proposed <br />building meets those standards and perimeters, Hacienda would present a design <br />review application that goes to the Planning Commission for approval. If Hacienda <br />wishes to change any portion of the approved Hacienda Development Plan, it would be <br />a development plan change that would need approval by both the Planning Commission <br />and the City Council. <br /> <br /> Mr. Sullivan asked what process Hacienda would go through to get a new plan <br />approved, which would include residential and commercial developments? <br /> <br /> Mr. Iserson said that a significant change to the overall Planned Unit <br />Development Plan for Hacienda Business Park would require certain types of changes. <br />The development agreement between the City and Hacienda Business Park would need <br />to be considered and possibly changed as well as an environmental review. <br /> <br /> Mr. Sullivan believed all of the changes would be subject to review by the <br />Planning Commission and potentially the Housing Commission if the changes included <br />residential venues.
