Mr. Roush recalled that the community voted on the Planned Unit Development <br />plan and the ordinance was upheld. <br /> <br /> Mr. Brezosky asked if the voters needed to appreve any changes to the Planned <br />Unit Development plan? <br /> <br /> Mr. Roush said there is no provision with respect to development within the <br />Business Park that requires a vote of the community in order to change the Plan. <br /> <br /> With respect to Hacienda Business Park, Mr. Brozosky believed the majority of <br />the community is mostly concerned about traffic, and it is not only during the commute <br />hours. He recalled that in 2003, the previous Council voted to not include the Las <br />Positas Interchange into any future traffic models until it reached the envirenmental <br />impact review stage of the General Plan. <br /> <br /> It was moved by Mr. Sullivan, seconded by Ma. McGovern, to defer <br />discussion on the General Plan schedule until after the January 25, 2005 Joint City <br />Council/Planning Commission workshop, to allow Hacienda Business Park to <br />move forward with its proposed Specific Plan to run in a parallel fashion with the <br />General Plan process, and to direct staff to schedule a separate workshop to <br />enable a more detailed presentation. <br /> <br /> Ms. McGovern requested that the minutes reflect that she is not approving <br />anything with respect to Hacienda's preposed Specific Plan and even though $400,00 is <br />spent for plan preparation, it is Hacienda's choice. <br /> <br /> Mr. Brezosky concurred with Ms. McGovern's comments. <br /> <br />The roll call vote was taken aa follows: <br />AYES: Councilmembers - Brozosky, McGovern and Sullivan <br />NOES: None <br />ABSENT: Mayor Hosterman <br />ABSTAIN: None <br /> <br />Item b <br />2003-04 Fiscal Year-End Financial Rer)ort (Caoital Improvement Pro~ram~. <br />(SR 05:017) <br /> <br /> Sue Rossi, Director of Finance, presented the staff report. <br /> <br /> Ms. McGovern referred to the Parks Projects section of Appendix A to the staff <br />report and noted that there is a $4,056,004 reserve for the Bernal Community Park.
