She mentioned that she reviewed and was impressed with the work <br />program for Hacienda's proposed Specific Plan. <br /> <br /> Joseph Cunningham, a Pleasanton resident, expressed concern with regard to a <br />recent article that was featured in the newspaper regarding the Las Positas Intemhange <br />as an option to highway and intersection improvements to help the City's traffic flow. He <br />mentioned that the previous Council promised the community that the Las Positas <br />Interchange would not be considered as an option. He encouraged Council to consider <br />this option, as Las Positas is a main arterial for Foothill Road. <br /> <br /> Mr. Brozosky believed the next joint Council/Planning Commission workshop <br />would include a discussion on the process for traffic circulation. <br /> <br /> Mr. Fialho said the next workshop is scheduled for January 25, 2005. Staff had <br />initially agendized a discussion about street improvements that are reflected in the 1996 <br />General Plan. Staff was following the process that it had outlined for Council at the last <br />workshop. As a result of the last workshop and based on some of the conflicting <br />comments from the Planning Commission and Council in terms of the process that it <br />wanted to follow, staff determined that it was important to have decision makem support <br />the process first before it embarks on a comprehensive discussion on traffic circulation. <br />The January 25 joint workshop will outline in more detail, staff's suggested process for <br />analyzing traffic circulation in the context of the General Plan as well as the plan <br />generally supported and discussed by the Planning Commission. Staff will ask Council <br />to provide direction at its January 25 workshop in terms of the process it would prefer, <br />which would be staff's suggested alternative or the one supported primarily by the <br />Planning Commission and a majority of the City Council. <br /> <br /> Vanessa Kawaihau, a Happy Valley resident, pointed out that the 1996 General <br />Plan mentions the Happy Valley area. One of the components of this General Plan <br />mentions that the City wants to maintain Happy Valley's rural character. She believed <br />the development of the Callippe Preserve Golf Course has eliminated the rural character <br />of the Happy Valley area, particularly since the project was developed without a road to <br />mitigate traffic. Under future land use preferred solutions, the Happy Valley community <br />is aware that the Spotomos will be coming forward with a plan for parcels that are less <br />than a quarter acre, Some of the community neighbors want to know if they would be <br />afforded the same right to develop in the General Plan Land Use Circulation. She <br />believed the General Plan needs to address who will be responsible for the cost to keep <br />the hills of Pleasanton open. <br /> <br /> Vice Mayor Brozosky closed the public comments. <br /> <br /> Mr. Sullivan supported staff's recommendations. He is looking forward to <br /> obtaining additional information from Hacienda regarding its proposed Specific Plan, He <br /> is also eager to start looking at the economic studies to address some of the traffic <br /> problems, many of which are generated by the Business Park. He would also like to see <br /> how the proposed Specific Plan could help to address the affordable housing issues. He <br /> believed the environmental and sustainability issues would be important for the City in <br /> the future. He also believed the proposed Specific Plan could be a model for the City. <br /> He did not believe any member of the Council had suggested that the Las Positas <br /> Interchange be considered. He has been opposed to and fighting against this for the <br /> past ten years.
