He noted that Fehr & Peers would be the transportation <br />engineers on this project. <br /> <br /> Ms. McGovem was confused as to the roll the East Bay Community Foundation <br />will have in this project. <br /> <br /> Ms. Brooks said that this project, entitled the "Livable Communities Initiative," <br />was started in 1999 by board members of the Foundation as they saw the challenges <br />that communities in the East Bay were facing. The East Bay Community Foundation is <br />involved in advocacy at some level in what it believes are good strategies to address <br />traffic problems, affordable housing and other quality of life issues in communities. The <br />East Bay Community Foundation receives funding for this project from other larger, <br />private foundations that are also investing in this type of work. <br /> <br /> Ms. McGovern asked if the East Bay Community Foundation is receiving money <br />from other foundations that are supporting Livable Communities throughout the United <br />States. <br /> <br /> Ms. Brooks said yes. This also connects the Foundation with a wide network of <br />people throughout the country. <br /> <br /> Ms. McGovern pointed out that the proposed cost for the plan preparation is <br />estimated at $350,000. She asked Mr. Paxson if Hacienda Business Park was counting <br />on Council to approve this project based on these projected costs? <br /> <br /> Mr. Paxson said Hacienda understands that it needs to demonstrate to the <br />Council that what it is bringing forward is something that it can support. He noted that <br />Hacienda is starting out at specific plan lower case and hopefully, moving to specific <br />plan upper case that actually becomes adopted as part of the City's General Plan. <br /> <br /> While the work program report is extensive, Ms. McGovern said she still has <br />questions such as what parcels are being considered, who are the core owners that are <br />interested in having their land redeveloped, how many core owners are there and where <br />are they located throughout the Business Park, and what happens to the amount of <br />commercial space that may be removed, as she did not want to have traffic by adding <br />more commercial and residential spaces. Based on these questions, she could not <br />support this project. <br /> <br /> Mr. Paxson said the Specific Plan is designed to cover the entire Business Park, <br /> as Hacienda believes it has to make the project work as a whole. The core planning <br /> area that is identified in the scope of work primarily centers around three parcels located <br /> next to the BART station, including the BART property, the Shaklee property to the south <br /> and the Roch property. There are some additional areas along the south side of West <br /> Las Positas that are also included in the core planning area.
