Mr. Brozosky asked if it unusual to have a developer take ownership of its <br />specific plan process? <br /> <br /> Mr. Iserson said that most of the specific plans are City initiated. During a <br />specific plan process, staff has worked closely with the property owners involved. <br />Hacienda has expressed an interest in working closely with the City in the development <br />of this plan and proposes that it run a parallel fashion with the General Plan process. <br /> <br /> Mr. Brozosky asked if staff would review Hacienda's proposed Specific Plan? <br /> <br /> Mr. Iserson said staff would review Hacienda's proposed Specific Plan. Staff <br />believes it is advantageous to have this Specific Plan running in a parallel fashion with <br />the General Plan process. <br /> <br /> Mr. Sullivan noted that the Planning Commission held a workshop several <br />months ago regarding Hacienda's proposed Specific Plan. The Planning Commission <br />recommended that this Specific Plan run in a parallel fashion with the General Plan <br />process. <br /> <br /> Vice Mayor Brozosky invited public comments. <br /> <br /> James Paxson, Hacienda Business Park General Manager, and Allison Brooks, <br />representing the East Bay Community Foundation, addressed Council regarding <br />Hacienda's proposal for a Specific Plan, which would create a transit-oriented <br />development within the Business Park in the area around the BART station. Mr. Paxson <br />noted that Hacienda provided concepts for the Business Park sometime last year to the <br />Planning Commission and City Council. At that time, Hacienda was directed to look at <br />using a specific plan process as a way of bundling ail of the ideas presented in the initial <br />concept plan. Hacienda sees this plan as a staff driven process. The Specific Plan will <br />be a park-funded process. Over the past few months, Hacienda has met with staff and <br />the core owners in the planning area that will receive the primary attention in the Specific <br />Plan to bring together all of the components as outlined in the scope of work. He <br />thanked the East Bay Community Foundation for leading this effort as through their <br />involvement, the Foundation has brought together a dream team of people to work on <br />this project. Hacienda sees the plan as one that would strengthen the relationships <br />among transportation, land use, and livability in that portion of the Park in a way that <br />would create a mixed-use, transit-supportive, pedestrian-oriented development that <br />would use "smart growth" principles. <br /> <br /> Mr. Sullivan pointed out that Council and the Planning Commission are <br />conducting joint traffic workshops. As Hacienda goes through the process of collecting <br />the necessary data and initial planning for this project, he was interested in learning how <br />Hacienda will deal with the Business Park as being a transit-oriented development and <br />what kind of impact this will have on commutes and different modes of people traveling <br />to and from the Business Park as it relates to the overall City-related traffic problems. <br /> <br /> Mr. Paxson said that traffic is a key component of this project. He noted that half <br />of the scope of work is devoted to traffic. Hacienda will be working with staff in <br />conducting all of the traffic analysis. Hacienda has presented data to staff for its <br />consideration to use in the City's traffic model.
