Ms. McGovem asked if the $610,000 appropriation for the new Down Payment <br />Assistance Program for Low and Moderate-Income Homebuyers was included in the <br />Lower Income Housing Fund? <br /> <br /> Ms. Rossi said the new Downpayment Assistance Program for Low and <br />Moderate-Income Homebuyers was a program that was approved last year by Council. <br />Staff is recommending a correction to the carryover estimates and budget appropriations <br />from 2003-04 to 2004-05. <br /> <br /> Mr. Bocian noted that there is a State contribution of $450,000 and the City will <br />contribute $160,000 from the Lower Income Housing Fund, providing funding for a total <br />appropriation of $610,000. <br /> <br /> Ms. McGovem asked staff to provide an update on the new Downtown <br />Assistance Program for Low and Moderate-Income Homebuyers. <br /> <br /> Mr. Bocian said staff would provide an update on this program. <br /> <br /> It was moved by Ms. McGovern, seconded by Mr. Sullivan, to adopt <br />Resolution 05-006, a resolution amending the Operating Budget ss outlined in <br />Appendix A to reflect the 2003-04 revenue and transfer projection carryovers <br />previously approved by Council totaling $319,901; to reflect the 2003-04 <br />expenditure carryovers previously approved by Council totaling $9,159,088; to <br />reflect other budget amendments for 2004-05 already approved by Council <br />including transfers-out of $770,500 to the CIP, and expenditure appropriations of <br />$3,000; to update the beginning 2004-05 fund balances from projected to actual <br />2003-04 ending fund balances; and to approve s correction to the 2003-04 <br />carryovers to include the State's "HELP" housing down payment program funding <br />($450,000) and City Lower Income Housing matching funds ($160,000), for s total <br />appropriation of $610,000, as was originally approved by Council in October 2003. <br /> <br />The roll call vote was taken as follows: <br />AYES: Councilmembere - Brozoaky, McGovern and Sullivan <br />NOES: None <br />ABSENT: Mayor Hosterman <br />ABSTAIN: None <br /> <br />PAP-731 Appellants: Karl and Brenda Sautar (PCUP-129), Marl Kennard. <br />(SR 05:023) <br />Appeal of the Planning Commission's approval of an application for Conditional <br />Use Permit to serve beer, wine, and spirits after 10:00 p.m. for the Oddfellows <br />British Pub and Restaurant located at 336 St. Mary Street.
