(SR 05:026) <br /> <br /> Steve Bocian, Deputy City Manager, presented the staff report. <br /> <br /> Mr, Sullivan asked if the Housing Commission had considered staff's <br />recommendation. <br /> <br /> Mr. Bocian said the Housing Commission received a copy of staff's report. He <br />noted that the Housing Commission is represented on the Kottinger Place Task Force. <br />The Housing Commission has not provided input with regard to the continuation of the <br />second phase, but the Commission is supportive of this process. <br /> <br /> Mr. Sullivan noted that the staff report indicated that the Kottinger Place Task <br />Force has done the evaluation of rehabilitation versus replacement. As the project <br />evolved, it became increasingly clear that exploring a new development might be the <br />best change for addressing the issue. He asked if there were any other stakeholders <br />that thought differently? <br /> <br /> Mr. Bocian did not believe there were any other stakeholders that thought <br />differently. The issue with redeveloping the project is that the type of renovations that <br />would be expected is not conducive for this type of development. He noted that there <br />are some accessibility and energy issues. The Task Fome did not conduct a detailed <br />analysis on what it would cost to renovate the units, but the review was adequate to <br />point out that it would be extremely difficult and costly to renovate the existing <br />developments. <br /> <br /> Mr. Sullivan did not believe that the second phase should rule out any other <br />options. <br /> <br /> Mr. Bocian believed the focus of the Task Force is to look at the potential of a <br />new development. If this potential becomes difficult to achieve, the Task Force will <br />change gears and look at another option. <br /> <br /> Mr. Sullivan asked for the types of ideas that have been presented in terms of <br />relocating the existing residents. <br /> <br /> Mr. Bocian said that three ideas have been discussed. One idea is to construct a <br />new development in an incremental fashion so that as units are vacated, the new <br />development could be built in phases thereby minimizing the impact. The second idea is <br />to explore the potential for swapping Kottinger Place property with portions of Kottinger <br />Park provided remaining park areas continue to fully address neighborhood needs. The <br />third idea is the potential of utilizing the Auf der Maur site and placing a senior <br />development on this site thereby moving the tenants over to the Auf de Maur site and <br />redeveloping the Kottinger place site. He noted that the idea to swap the existing park <br />property with Kottinger Place was presented briefly to the Task Force and is a significant <br />issue, and one that would need to involve the Parks and Recreation Commission and <br />the public. <br /> <br /> Ms. McGovern noted that Kottinger Place has 50 units and Pleasanton Gardens <br />has 40 units.
