Mr. Brozosky referred to the Street Projects section of Appendix A and asked if a <br />transfer of funds was reflected for the Annual Resurfacing of Various City Streets as the <br />same line item was reflected twice. <br /> <br /> Ms. Rossi said yes. She noted that there is an Annual Street Resurfacing project <br />each year and the project number begins with the fiscal year, which reflects the year in <br />which the project was completed. She said that the 2002 Annual Street Resurfacing <br />project was completed and any remaining funds were carried forward to the current year. <br /> <br /> Vice Mayor Brozosky invited public comments. <br /> <br /> Vanessa Kawaihau, a Happy Valley resident, reminded Council that it had <br />considered as part of the 2003-04 Midyear budget, using the bypass road funds for any <br />Council priority. She recalled that staff had confirmed that these funds are to be used for <br />any bypass read related expenses. She believed the budget reports do not reflect the <br />City as the developer of the Callippe Preserve Golf Course. Since there is no bypass <br />read, the cost to the City is unknown. She noted that the City adopted Resolution 03- <br />008, a resolution stating that the City would study the Happy Valley Specific Plan bypass <br />road and only the Happy Valley Specific Plan bypass read. Since that time, an <br />alternative for the bypass read has been presented. She did not believe this alleviated <br />the City's responsibility to Resolution 03-008. She noted that at a Planning Commission <br />meeting, someone suggested a peer review of the bypass read. She suggested that <br />Council budget funds in the Operating Budget to conduct a peer review for the bypass <br />read. <br /> <br /> At some point, Mr. Brozosky would like Council to discuss the status of the <br />bypass read. <br /> <br /> Vice Mayor Brozosky closed the public comments. <br /> <br /> It was moved by Ms. McGovern, seconded by Mr. Sullivan, to adopt <br />Resolution 05-005, a resolution amending the 2003-04 Capital improvement <br />Program (CIP), aa displayed in Appendix A, approving the Capital Improvement <br />Program budget carryovers detailed in Appendix A, and fully appropriating all <br />fund balances as shown in Appendix A, and designate them as contingency <br />reserves for existing and future, known and unknown obligations. <br /> <br />The roll call vote was taken as follows: <br />AYES: Councilmembers - Brozosky, McGovern and Sullivan <br />NOES: None <br />ABSENT: Mayor Hosterman <br />ABSTAIN: None <br /> <br /> Item 6c <br /> First Quarter 200405 Financial Re~ort (O~eretin¢3 Bud~3et).
