James Frost, a Pleasanton resident, addressed Cound~l regarding the <br /> encroachment of a riparian easement in the Bridle Creek Development. He noted that <br /> there are other issues besides the easement encroachment and there is also significant <br /> failure to follow PUD 97-03 regarding the plan approval, setback and other items within <br /> Lot 105. He asked Council for its support and to help the residents of Bridle Creek <br /> resolve this issue. <br /> <br /> Nelson Fialho, City Manager, said staff would follow up with Mr. Frost on this <br /> matter. <br /> <br /> Eric Krieger, representing Nolan Farms Association, informed Council that it <br /> opposes any plan to extend Rose Street through to Valley Avenue. The Association <br /> would like an opportunity to discuss this later when the General Plan update workshops <br /> are conducted. The Association's ultimate goal is to remove any potential extension of <br /> Rose Street through Valley Avenue from the General Plan. <br /> <br /> Kevin Close, a Happy Valley resident, asked if a study for the bypass road was in <br /> progress, and does the development include the bypass road as outlined in the Happy <br /> Valley Specific Plan? He believed it would be appropriate to have the traffic situations <br /> solved before the golf course opens. <br /> <br /> Michelle Hovey and several students of the Amador Valley High School Drawing <br /> Class presented a mural, which would cover the graffiti that is on the wall of the Main <br /> Street Bridge. The mural would beautify the area and send a message to the community <br />-- of respect and compassion while capturing the feeling of Pleasanton. <br /> <br /> Mike Regan, speaking on behalf of the Kottinger Ranch Homeowners <br /> Association, expressed the Association's continued support for the good work that is <br /> being done on the General Plan. The Association continues to express its continued <br /> opposition to building projects in the south Pleasanton hills as there are significant <br /> issues related to traffic, drainage and flood control, impacts to the schools, and the <br /> qualify of life that is afforded in Pleasanton. Preservation of the open space and hillsides <br /> are also important to this community. The build out of the City and the impacts these <br /> projects may have to affordable housing may be not be the right trade off for Pleasanton <br /> at this time. There are a number of traffic intersections where the level of service is <br /> unacceptable and until addressed, the Association believes Council should preclude <br /> these projects from moving forward. <br /> <br /> There were no other speakers. <br /> <br /> 6.
