Mr. Brozosky asked for Council consensus to direct staff and the Parks and <br />Recreation Commission to develop a master plan (as part of the General Plan) that <br />would assess the total acreage and what is needed for build out, <br /> <br /> Mr. Fialho mentioned that staff would present a road map to Council in February <br />regarding how it addresses the Community Park in terms of Commissions and other <br />stakeholders. He also wanted to include several options. One option might be to include <br />this into the General Plan process and create a master plan outside of the General Plan <br />process. <br /> <br /> Ms. McGovern expressed interest in directing staff to work with the Pleasanton <br />Downtown Association to identify the City's expectations with respect to preservation of <br />historical buildings in the downtown. <br /> <br /> Mr. Fialho believed the proper way to deal with this would be to work with the <br />Pleasanton Downtown Association first. <br /> <br /> Mr. Sullivan mentioned that a historical building ordinance was created, which <br />was reviewed by the Pleasanton Downtown Association and the Planning Commission <br />but never enacted. He agreed with Ms. McGovern that economic vitality in the <br />downtown is important; however, protecting the historical integrity of the downtown is <br />important. He believed Council needed some type of tool to help it preserve the <br />historical integrity of the downtown. <br /> <br /> Mr. Fialho noted that the Planning Commission reacted to the proposed historical <br />building ordinance. The Pleasanton Downtown Association reviewed the ordinance but <br />did not support it as they viewed it as an infringement of its property rights. As a result <br />of this, an inventory was assembled of historical locations. He believed the first step <br />would be for staff to identify the historical locations and for Council to react to it and take <br />action. If Council supports the inventory of historical locations, the second step would be <br />for Council to consider adopting a historical preservation ordinance. <br /> <br /> Ms. McGovern concurred with Mr. Fialho's recommendations. She would like to <br />gain a better understanding of what is expected. <br /> <br /> Council supported Ms. McGovern's request. <br /> <br /> Mr. Sullivan requested a copy of the 2005 Council Local and Regional <br />Appointments list. <br /> <br />8. COUNCIL COMMITTEE REPORTS <br /> <br /> Mr. Brozosk-y and Ms. McGovern provided a status report on the recent School <br />District Liaison Committee meeting. The Committee discussed the needs for school <br />facilities at build out, the General Plan update, transportation related to bus changes to <br />the Livermore Amador Valley Transit Authority bus system for more routes to the middle <br />schools, the opportunity to implement a public transportation pilot program for <br />elementary school students, polling places on school campuses, changing the School <br />District's elections from odd numbered years to even numbered years, and a Clay <br />Roberts production which supports the Community of Character. <br /> <br />Pleasanton City Council 24 01/04/05 <br />Minutes <br /> <br /> <br />
