Mr. Brozosky asked for Council consensus to direct staff and the Parks and Recreation Commission to develop a master plan (as part of the General Plan) that would assess the total acreage and what is needed for build out, Mr. Fialho mentioned that staff would present a road map to Council in February regarding how it addresses the Community Park in terms of Commissions and other stakeholders. He also wanted to include several options. One option might be to include this into the General Plan process and create a master plan outside of the General Plan process. Ms. McGovern expressed interest in directing staff to work with the Pleasanton Downtown Association to identify the City's expectations with respect to preservation of historical buildings in the downtown. Mr. Fialho believed the proper way to deal with this would be to work with the Pleasanton Downtown Association first. Mr. Sullivan mentioned that a historical building ordinance was created, which was reviewed by the Pleasanton Downtown Association and the Planning Commission but never enacted. He agreed with Ms. McGovern that economic vitality in the downtown is important; however, protecting the historical integrity of the downtown is important. He believed Council needed some type of tool to help it preserve the historical integrity of the downtown. Mr. Fialho noted that the Planning Commission reacted to the proposed historical building ordinance. The Pleasanton Downtown Association reviewed the ordinance but did not support it as they viewed it as an infringement of its property rights. As a result of this, an inventory was assembled of historical locations. He believed the first step would be for staff to identify the historical locations and for Council to react to it and take action. If Council supports the inventory of historical locations, the second step would be for Council to consider adopting a historical preservation ordinance. Ms. McGovern concurred with Mr. Fialho's recommendations. She would like to gain a better understanding of what is expected. Council supported Ms. McGovern's request. Mr. Sullivan requested a copy of the 2005 Council Local and Regional Appointments list. 8. COUNCIL COMMITTEE REPORTS Mr. Brozosk-y and Ms. McGovern provided a status report on the recent School District Liaison Committee meeting. The Committee discussed the needs for school facilities at build out, the General Plan update, transportation related to bus changes to the Livermore Amador Valley Transit Authority bus system for more routes to the middle schools, the opportunity to implement a public transportation pilot program for elementary school students, polling places on school campuses, changing the School District's elections from odd numbered years to even numbered years, and a Clay Roberts production which supports the Community of Character.
