property and as a show of good faith, staff presented a plan that would meet this goal <br /> while remaining within the allocated budget that is available. <br /> <br /> Mr. FJaJho reminded Council that in the summer of 2004, the previous Council <br /> adopted an initiative which specifically required, at a minimum, the construction of the <br /> two lighted sports fields as a priority and that it needed to happen sooner rather than <br /> later. <br /> <br /> In reviewing the estimate of probable costs for building baseball fields five and <br /> six, Ms. McGovern pointed out that these two fields can be built for less than $1 million <br /> dollars. She noted that this was not what Council considered when it looked at what the <br /> Donlon fields would cost. She was concerned that either the cost of fields five and six <br /> on the Bernal property are Iow or the proposed fields for Donlon were high. In her <br /> opinion, the choice for Council was never between building fields at Donlon Elementary <br /> School versus building fields on the Bernal property. It was always that the other was an <br /> adjunct to the Bernal property to create additional fields. She was concerned to hear <br /> from the Pleasanton Pony Baseball Association that the field at Donlon Elementary <br /> School is the only field available for its practices. She suggested that staff review how <br /> fields are allocated to the sports groups. She noted that the City currently has four <br /> lighted sports fields and there are times when the fields are not being used. She <br /> suggested looking at additional increased use of these fields by making them available <br /> for practice. She believed the council representatives to the School District Liaison <br /> Committee should discuss the issue of the inaccessibility of the sports fields on the <br /> weekends and how the public may access these fields. She was in favor of moving <br />--- forward on Phase I, but believed there were other issues that Council could look at to <br /> relieve some of the current problems. <br /> <br /> It was moved by Ms. McGovern, seconded by Mr. Brozosky, to accept and <br /> authorize staff to move forward with the Bernal Phase I Unified Concept Plan for <br /> t~vo lighted baseball fields, one casual use baseball field, parking lot, and a t~vo- <br /> lane entry roadway. <br /> <br /> Mr. Brozosky concurred with Ms. McGovem's comments related to the estimate <br /> of probable costs for building baseball fields five and six and the proposed fields for <br /> Donlon Elementary School. He would like to have as many trees planted early on in the <br /> construction phase. <br /> <br /> Mr. Sullivan supported the motion. He believed the City made a commitment to <br /> build the sports fields and owed it to the community to move forward. He was <br /> concerned about the location for the sports fields. He wondered what flexibility is <br /> available in going through the detailed design and bidding process, particularly if the 10 <br /> sports fields were not built. He wondered if this could be considered in the next step to <br /> get Phase I built without significantly delaying the project. He believed the process to <br /> manage the project costs was sufficient. He noted that the cost for Phase I is an <br /> estimate and Council will receive detailed design and bid documents. <br /> <br /> Mr. Brozosky mentioned that Council did discuss the issue with regard to the <br />__ location for the sports fields.
