Jeongbae Min, a Pleasanton resident, provided written communication to Council
expressing his concerns related to the proposal to relocate the ACE train station to the
BernaJ property near Hearst Elementary SchooJ. His concerns reJated to noise, traffic
and the safety of the children that attend Hearst Elementary School.

Brett Walinski, a Pleasanton resident, provided a written communication to
Council stating that much of the focus of the Specific Plan is east of 1-680, which he
believed made sense as that is where the majority of the vacant land is located.
However, the existing public park space west of 1-680 is limited and 1-680 is a significant
pedestrian barrier. For this reason, he believed it would be a wise investment for the
City to include a small public park to the west of 1-680 as part of the Specific Plan. The
park could include one combination baseball/softball field, a basketball court, and a
playground for the children of the area. Given the overall cost of the project, he believed
the investment in a small public park west of 1-680 would be relatively minor. Given the
amount of existing park space already west of 1-680, he believed it only fair to provide
some public park space with amenities within walking distance for the residents on the
opposite side of the freeway.

Susan Gold, a Pleasanton resident, provided written communication to Council
supporting the Civic Arts Commission's recommendation of Alternative C. She supports
the removal of the ACE Train Station from the Bernal property, and moving the youth
center to this location. If Council does not support this idea, she would like Council to
consider placing the cultural arts center close to Bernal Avenue, to minimize paving and
-- to utilize parking to its fullest by having the cultural arts center adjacent to the sports
fields.

Mayor Hosterman closed the public comments.

Mr. Sullivan asked if there had been any specific Council direction regarding the
number of sports fields built on the Bernal property?

Mr. Wolfe said that as part of the design competition, each of the firms was
required to allocate at least eight fields as part of its design. Mr. Fotheringham took the
second schematic design that included 10 fields, mirrored it and added two additional
fields as that was what had been proposed by the Task Force and the Park and
Recreation Commission.

Mr. Fialho pointed out that Council has not provided direction in terms of the
number of fields.

Mr. Sullivan believed that Council has always said to the community that its
priority is to build sports fields sooner rather than later. He asked what the previous
Council's direction had been and if it has been a consistent message.

Mr. Wolfe said that once the previous Council selected M.D. Fotheringham as the
design competition winner, staff was directed to as quickly as possible come back to
.-__ Council with a Phase I plan for sports fields, which is what the current plan involves.
This plan stays within the allocated budget for Phase I. Given the total cost for
developing the entire community park, this was always intended to be a phased project.
He noted that the previous Council discussed having lighted sports fields on the Bernal

Pleasanton City Council 20 01/04/05
Minutes
